Julia Burrows is the Director of the Governing Institute, where she manages the Institute’s research and advisory operations. Prior to joining Governing Julia was Vice President for Corporate Relations & Advancement for Enable Energy (Enable), a renewable energy advancement company that invents new renewable energy technology, manages commercial solar projects and advises clients on sustainability. Julia was responsible for the sustainability consulting practice, the corporate presence in the media, and connecting the company to the community.

Dustin Haisler

Chief Innovation Officer, e.Republic

As Chief Innovation Officer, Haisler has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector. Teri Takai

Executive Director of the Center for Digital Government

Teri Takai, former CIO for the U.S. Department of Defense and two of the nation’s largest states, is Executive Director of the Center for Digital Government (CDG), e.Republic’s national research and advisory institute on IT policy and best practices for state and local governments. As the first female CIO for the DoD, she spearheaded efforts to consolidate technology infrastructure and create a cybersecurity workforce strategy at the federal government’s largest agency. Prior to her federal service, Takai led state government technology offices in California and Michigan. CDG is best known for its Digital States Survey, which has graded state governments on their use of technology to increase efficiency and improve services since 1998. CDG also conducts annual Digital Cities and Digital Counties surveys — which benchmark technological progress in local government — and advises governments and private companies on effective use of technology in the public sector. In addition to her government service, Takai was CIO of Meridian Health Plan, a Detroit-based health insurer, and spent 30 years at Ford Motor Company in strategic planning and global application development. She will continue to serve on the board of FirstNet, the national public safety broadband effort, in addition to her role with CDG.

Joe Morris — Moderator

Vice President of Research, e.Republic

Joseph Morris is vice president of Research and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.
