Karen Jackson is the president of Apogee Strategic Partners, a Virginia consultancy helping companies and organizations address their most daunting challenges in cyber security, autonomous systems and smart communities and cities. Ms. Jackson formerly served as the Secretary of Technology for the Commonwealth. She also served as the Commonwealth’s Deputy Secretary of Technology and Vice President of Broadband Programs for the Center for Innovative Technology.

Ron Littlefield

Senior Fellow, former Mayor of Chattanooga, Tennessee

Ron Littlefield, a former mayor of Chattanooga, Tenn., is a senior fellow with the Governing Institute and its lead analyst on the City Accelerator initiative. A city planner by career, he also consults to government through Littlefield Associates. Before being elected mayor, he served on the Chattanooga city council, including two terms as chairman. His entry into politics was in 1987, when he was elected commissioner of public works for Chattanooga. He also served as the city's director of economic development and with the Tennessee State Planning Commission. Professionally credentialed as a member the American Institute of Certified Planners, he is a 1968 graduate of Auburn University with a degree of business.

Joe Morris — Moderator

Vice President of Research, e.Republic

Joseph Morris is vice president of Research and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.
