Joe Morris — Moderator

Deputy Chief Innovation Officer, Government Technology

Joseph Morris is the Deputy Chief Innovation Officer and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

 

Guy Martin

Deputy Executive Director – CFO, Mississippi Department of Employment Security

Burkett “Guy” Martin has been a Deputy Executive Director – CFO at MDES since July 2019. He received his degree in Accounting from Mississippi State University in 1999. Since 2001, he has worked in the financial areas of MDES.

 

William Sanders

Director, Strategic Programs North America Government & Education, Oracle

William Sanders is the director of technology strategy and business development for Oracle Government and Education. Sanders previously served as the CIO for the Kansas Department of Labor, where he led a successful initiative to streamline the state’s unemployment claims process. Today, Sanders employs his government expertise to help IT professionals in federal, state and local government modernize legacy systems through cloud strategies and services.

 

Timothy Rush

Deputy Executive Director COO, Reemployment Assistance, Mississippi Department of Employment Security

Timothy Rush has served the state of Mississippi for 29 years in a variety of roles. Currently, he serves as the Deputy Executive Director for Reemployment Assistance and is responsible for the administration of the Unemployment Insurance and Coronavirus Aid, Relief and Economic Security Act Unemployment Assistance Programs for the state of Mississippi. He earned a Bachelor of Science in Accounting from Mississippi Valley State University. He also earned a Master of Arts Divinity and Church Administration, with a Minor in Pastoral Counseling from the International Theological University.

 

Mohammed Jalaluddin

CTO, Mississippi Department of Employment Security

Mohammed has been working for MDES for more than 21 years. He is the Chief Technology Officer with more than 26 years of information technology experience. Mohammed successfully led the modernization of the unemployment insurance system not only for Mississippi but also Maine. He is actively working to assist Connecticut in the modernization process. He attended Madras University and received his degree in Computer Science.
