Joe Morris — Moderator

Deputy Chief Innovation Officer, Government Technology

Joseph Morris is the Deputy Chief Innovation Officer and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

 

Bob Nevins

Director, State and Local Government Strategy, Oracle

Bob Nevins is the Director of Health and Human Services (HHS) Strategy and Business Development for Oracle Public Sector, where he analyzes, defines and manages the execution of comprehensive, integrated Health and Human Services (HHS) market and sales strategies. His domain expertise includes major HHS programs such as Medicaid, Child Welfare, Child Support Enforcement, Integrated Eligibility and Substance Use Disorder Treatment and Prevention. He develops messaging and content to help Oracle teams educate and inform system integrator partners, advisory firms, and state and local government clients. Before joining Oracle, Bob spent over 20 years in a variety of senior leadership roles in Massachusetts state government. He was the Chief Operating Officer (COO) and Chief Information Officer (CIO) for the Health Connector pursuant to the Massachusetts Health Insurance Reform Law. Other senior roles in Massachusetts government have included Director of Mass.gov, Deputy Commissioner for the Department of Revenue and Associate Deputy Commissioner for Child Support Enforcement. Bob’s roles have often involved the intersection of program needs and IT capabilities. .   Bob graduated from Stonehill College with a degree in Economics, and resides with his family in Hingham, MA.

 

Jennifer Kent

Senior Fellow, Center for Digital Government

Jennifer Kent has more than fifteen years of extensive health administration and policy experience in California that spans over three gubernatorial administrations and encompasses both private and public delivery systems. As Director, Kent oversaw the second largest public healthcare system in the nation with an annual budget of over $100B and serving approximately 13 million Californians. She oversaw the administration of twenty-four managed care plans as well as 56 county behavioral health plans. Kent has also held leadership roles in the Health & Human Services Agency and Governor’s offices as well as experience in the private sector as a lobbyist, consultant and association executive.
