The word ‘city’ normally invokes picturesque images of New York, Los Angeles, Chicago and other dense urban cores with millions of residents. What is often not known is that large cities and counties are actually outliers when compared to the vast majority of communities in the United States. In fact, over 80 percent of all US cities have a population under 10,000 people.
Even with their small numbers, these cities and counties experience the same challenges and legal requirements of their larger peers. And while their budgets are smaller, the expectations from citizens and community leadership are equal to larger communities. In fact, smaller communities are expected to be more nimble, so the pressure to modernize quickly — and not fail — is often stronger. As a result, they often become testbeds of the latest technology and have demonstrated powerful lessons that even the large cities and counties can learn from.
