Land Mobile Radio (LMR) has been a staple communications platform in government organizations for decades. A big issue for LMR is cost, capacity and congestion. Especially for general government communication needs when you pay thousands of dollars per device, the math does not always add up.

Two years ago, Fairfax County, Va., estimated the cost of building a new LMR at $18 million – and that was simply to replace the existing capabilities. No added capacity or wider network coverage or new applications. With the county budget already stretched thin by other requirements, Fairfax officials took an innovative approach for non-public safety communications: They opted to replace the aging LMR with Enhanced Push-to-Talk from AT&T.
