Local governments must address these three things as they work to protect themselves from cyber threats that have grown since the start of the COVID-19 pandemic. Sixty percent of mid-sized cities and counties recently surveyed by Center for Digital Government say cyber threats have increased over the past year. And only three percent of them are very confident in their ability to prevent and successfully respond to these attacks.

Chuck Grindle, Ph.D., is a retired Colonel with the U.S. Army. He is an Information Scientist who joined Amazon Web Services in March of 2020 as an Executive Government Advisor. Chuck specializes in information security, policy and strategy. Chuck previously served as Kentucky’s Chief Information Officer.

Stephen Exley — Security Assurance Industry Specialist, U.S. State, Local, and Education, Amazon Web Services (AWS)

Steve is the Security Assurance Industry Specialist Lead for Amazon Web Services focusing on enabling partners and customers to securely adopt AWS cloud services by addressing security and regulatory compliance requirements for of U.S. public sector state, local, and education programs. He has over 25 years of experience serving in various roles working cyber security for the Department of Defense (U.S. Army), CJIS Security Policy development for the Federal Bureau of Investigation (FBI CJIS), and serving as the Cyber Security Manager responsible for overseeing Information Assurance, Cyber Operations, and Security Architecture teams for the U.S. Dept. Of Energy, National Energy Technology Laboratory (NETL).

Phil Bertolini

Phil Bertolini — Moderator

Co-Executive Director, Center for Digital Government

Phil Bertolini is the Co-Executive Director of the Center for Digital Government (CDG), a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan.

During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement.

Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named one of Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change for 2012.
