Technology is changing at a rapid rate and leading to a surplus of data in the public sector. The Center for Digital Government research found state and local government agencies are struggling to keep pace – 66 percent of respondents said outdated data is a problem in their departments. Agencies that prioritize data quality now will be well positioned for the future. Rob Russell has spent his career helping dedicated government professionals use information to solve pressing problems and serve the public in domains from law enforcement to program integrity, ensuring effective stewardship of taxpayer dollars and enhancing public safety. Mr. Russell is currently Vice-President, Government Investigative at Thomson Reuters, where he leads a team of sales, customer relationship management, and market development personnel supporting state and local government agencies as they apply data and technology to help make public programs work more efficiently, identify potential fraud, waste, and abuse, and investigate criminal activity. He holds a B.A. in History and a Masters in Business Administration (MBA) from the College of William and Mary in Williamsburg, VA.

Co-executive Director, Center for Digital Government

Teri Takai is the Co-executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards.
