With 681,000 residential customers in 725 square miles, DC Water holds a big responsibility to provide water and wastewater services to its community. They were looking for a full platform based upon best practices to better manage the sourcing, procurement and other back-office functions so they could focus more time on driving innovation and meeting resident needs.

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. He focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi.

Human Resources Director, City of Lincoln, Nebraska

Currently serving as the Director of Human Resources for the City of Lincoln and Lancaster County in Lincoln, Nebraska. Doug has over 38 year’s experience in public and private sector Human Resources Administration. He has extensive experience in executive recruitment, compensation and benefits, employee and labor relations, as well as labor negotiations. He has been involved in the installation of 3 payroll and time keeping systems and has served as an executive sponsor for 2 such installs.

Jacquelyn Flickinger, CPA

Director, Strategy & Business Development, State & Local Government, Oracle

Jacquelyn Flickinger, CPA is the Director of ERP/EPM Strategy for Oracle’s State and Local Strategy and Business Development Group. She has spent the last 11 years in public sector and joined Oracle in 2020 from the City of Roseville, CA, where in addition to her role as Controller, she served as a key member and finance lead for Roseville’s ERP implementation of Oracle Cloud. She is also licensed CPA and began her career auditing governments, ranging in size from small Special Districts to States. She brings both public sector industry expertise and direct customer experience which offers unique insight into public sector challenges and a different approach to determining creative solutions leveraging technology.
