William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. He focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi.

Justin has been with Tyler Technologies’ Data and Insights Division (formerly known as Socrata) since 2017, where today he serves as the Director of Client Services for our Eastern Region. Justin has served as an implementation manager and client success manager working directly with our clients prior to taking on this role. His expertise primarily exists in three categories: transparency, performance management, and process improvement. Justin leads the Socrata Performance Community of Practice which is a compilation of over 275 performance practitioners.

Open Data Program Administrator, Ramsey County, MN

Kristine Grill is Ramsey County, Minnesota's Open Data Program Administrator. A leader in the field of open data, she combines data analysis, data visualization and narrative to drive decisions and tell stories across the county’s twenty-seven departments. In addition to her work, Grill is also Vice-Chair of the Saint Paul Planning Commission and serves on the Zoning Committee and the Comprehensive & Neighborhood Planning Committee.

Director of Performance and Data Analytics (OPDA), City of Stockton, CA

Katie Regan joined the City of Stockton in 2018, as part of the city’s ERP implementation team. In May of 2020, she transitioned to her current role as the Director of Performance and Data Analytics (OPDA). OPDA leads the city’s integrated performance management system, which encompasses strategic planning, StocktonStat, an innovation lab, and open data. Prior to her time with the city, Katie worked with Fortune 500 medical device and pharmaceutical companies where she led program implementations, streamlined business processes, and increased regulatory compliance. Katie has a Bachelor of Science in Mathematics from the University of Puget Sound and a Master’s in Public Administration from the University of the Pacific McGeorge School of Law.
