In his current role as the Head of Partner Engineering at Google Cloud Platform (GCP), Clive leads a team of engineers who work with Google's partner ecosystem to help businesses build, deploy, manage, and migrate their applications on GCP. Partner Engineering focuses on bringing to market some of the most advanced and cutting-edge technologies from GCP and third-party software providers. Clive D'Souza is a technology leader with over 20 years of industry experience. Clive is an engineer by trade, a general manager by choice, with a passion for solving customer problems. He has held senior leadership positions at several companies, including Amazon Web Services, Oracle Cloud Infrastructure, Intel Corporation, and Honeywell Flight Control Systems. Clive has a proven track record of driving innovation and growth in cloud hyperscalers. At Oracle Cloud Infrastructure, he led Oracle Cloud VMware Solution as a service leader, the fastest growing cloud service in OCI. He also led the multi-cloud offering for OCI. During his tenure at AWS, he led three service lines, two of which he launched as the service leader. He was instrumental in recruiting hundreds of ISVs to list on AWS Marketplace and led disruptive efforts such as open sourcing landing zone software libraries. At Intel Corporation, Clive drove standardization of industry standards for Network Functions Virtualization and Software Defined Networking, disrupting the legacy telco vendors. Clive is a graduate of MIT Manipal, He holds a MS in Computer Science from Arizona State University, and an MBA from Thunderbird School of Global Management. Clive holds an active Top-Secret/SCI Clearance with the United States Government.

Executive Director, Nevada Physical Therapy Board

Charles Harvey is the Executive Director of the Nevada Physical Therapy Board. His extensive experience in the public sector includes cabinet-level decision-making, government planning, change management, and policy development. Previously, Charles directed state regulation of the taxicab industry, which included oversight, compliance, and enforcement of 10,000 drivers, 3,000 taxicabs, and 16 licensed companies. In 2009, he was selected to serve as an executive branch cabinet member and appointed as Nevada's Stimulus Czar. Charles directed the administration, implementation, and oversight of more than $4 Billion in federal stimulus-funded projects under the American Recovery and Reinvestment Act, enacted by President Obama. In addition to his work in the public sector, Charles is an entrepreneur and business owner. He is a firm believer in Investing in his Community, and regularly participates in activities where he can Make a Difference! Charles is a third-generation veteran having served in support of US operations in Europe, Africa, and the Middle East. His education includes a master's degree in public administration and a bachelor's degree in business management.

As the Vice President of Solution Engineering at Thentia Cloud, Chris spearheads teams that craft and deliver cutting-edge solutions, primarily for regulatory agencies. His expertise in cloud strategy, digital strategy design, enterprise content management, and CRM strategy has positioned him as a thought leader in the gov-tech space, with a focus on creating platforms designed by and for regulators. Prior to his current role, Chris has held several executive positions supporting government and other regulated organizations transform their enterprise IT ecosystems to cloud based models that focus on transforming citizen engagement with government agencies.

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program, where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the state of Mississippi’s IT organization as a deputy to the state CIO. Dr. Rials holds a bachelor’s degree in business administration from Belhaven University, a master’s degree in computer information systems and cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and cybersecurity space and is frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.
