As water demand increases, and the need to expand delivery systems grows, it is imperative for water authorities to plan and fully manage the capital infrastructure process. Population growth and the replacement of aging water systems can be costly, driving the need for transparency and efficiencies in the development process. Constituents want transparency into government operations of all types, but it’s even more vital when it comes to a precious resource like water.

With over 17 years of experience managing a workforce and leading public water industry projects, Matthew Bates, is a leader in his field who values innovation and collaboration. He predominantly works closely with the local communities to build infrastructure, ensuring reliable water and wastewater service while protecting public health and safety. He is a member of National Civil Engineering Honor Society, American Water Works Association, American Public Works Association, and American Society of Civil Engineers. Matthew is a Registered Professional Engineer in the State of California and Texas and holds a Bachelor of Science degree in Civil Engineering with an emphasis in Geospatial Engineering from California State Polytechnic University, Pomona. Matthew is highly involved in his children’s sporting activities and enjoys giving back to his community with his wife, Kelley, and their three children.

Bob is currently the Industry Director for Infor’s Public Sector and Utility sectors. His duties include strategic industry planning, partner relations, global industry council management, and business development. He has been in the government and utility software business for over 20 years and has held several executive roles including managing all sales and delivery related operations for various government software products. He has experience in government operations such as regulatory compliance, infrastructure management, citizen relations, and utility management. Bob has been a member of the CLEAR Regulatory committee, AWWA, APWA, IAM, and has been a guest lecturer for the University of Wisconsin’s Department of Engineering Professional Development Program and Colorado State University.

Senior Fellow, Center for Digital Government

Bob Bennett is a Senior Fellow at the Center for Digital Government and the founder of B2 Civic Solutions, an international smart cities consultancy firm based in Parkville, Mo. From 2016 to 2019 he served in Mayor Sly James’ administration as the Chief Innovation Officer for the City of Kansas City, Mo. During his tenure, he oversaw the city’s smart city initiatives including a 54-block total digitalization pilot, strategy development for the city and P3-based expansion plans.
