Stephen Ellis serves as Zoom's government solutions Lead. He manages market development and strategy across Zoom's government portfolio. Stephen comes to Zoom with a robust career history of empowering government agencies with capabilities in the areas of digital collaboration, cloud computing, IT modernization, and 5G, artificial intelligence, and machine learning. He is a recognized public sector IT thought leader and frequent speaker in media interviews and at events and symposia serving this important vertical. Prior to Zoom, he worked at Dell, Deloitte, and as a contractor to the federal government, Microsoft, and businesses now part of General Dynamics and Boeing. Stephen lives in the Washington DC area.

Rob Lloyd is Deputy City Manager for the City of San José, California, coordinating the aviation, transportation, and technology portfolios of the nation’s tenth largest municipality. The City’s 7,000 employees and $5B budget serve one million residents and 80,000 businesses in the heart of Silicon Valley. Over two decades, Rob has held C-level roles in the technology, government, and utilities sectors in California, Arizona, Oregon, and Colorado. His teams have earned over 30 national awards for engagement, operational excellence, and innovation through advanced uses of data and technology. His personal honors include Government Technology Magazine Top-25 Doers, Dreamers and Drivers (x2); ORBIEs CIO of the Year; National Diversity Council Distinguished CIO; eGov Pioneer; and Arizona Top Tech Exec.

Dr. Orgeron has extensive information technology experience in both the private sector and the federal and state level of the public sector. Currently, Dr. Orgeron serves as an executive government advisor with AWS, coaching state and local government executives through strategy, policy, and governance challenges to help them accelerate their journey to the cloud. Prior to joining AWS, he served as the executive director of the Mississippi Department of Information Technology Services and CIO for the state of Mississippi, and president of the National Association of State Chief Information Officers (NASCIO).

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program, where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the state of Mississippi’s IT organization as a deputy to the state CIO. Dr. Rials holds a bachelor’s degree in business administration from Belhaven University, a master’s degree in computer information systems and cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and cybersecurity space and is frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.
