Senior Vice President of the Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Chief Deputy Registrar-Recorder/County Clerk, LA County

As the Chief Deputy Registrar Recorder/County Clerk, Jeramy Gray serves as the Chief of Staff/Chief Operating Officer for the largest local elections and public records agency in the United States. Prior to his role with the Registrar-Recorder/County Clerk, Mr. Gray was the Chief Deputy Executive Officer for the LA County Board of Supervisors, where he supported the County’s Executive Officer by managing all day-to-day operations and advising the Board on various strategic and complex policy matters. Mr. Gray has held numerous senior executive roles within his public sector career. With over 27 years of public sector experience, Mr. Gray has served as a senior executive in five LA County agencies. Amongst many other accomplishments, on February 6th, 2016, Mr. Gray was appointed by the United States Elections Assistance Commission to assist the Federal Government develop national voting technology standards. Mr. Gray has been featured in publications such as Government Technology, TechWire, Politico, and Harvard Business Review.

Assistant Registrar-Recorder/County Clerk (Chief Information Officer), LA County

Aman Bhullar has over 25 years of experience in technology implementations and consulting. He oversees strategic planning and modernization initiatives in information technology, information security and data management for the Los Angeles County Registrar- Recorder/County Clerk. As the department’s Chief Information Officer, he provides executive leadership and is responsible for assisting the Los Angeles County Registrar-Recorder/County Clerk in administering and formulating the Information Technology operations of the Department with direct responsibility and oversight of Information Security standards and strategies for governance and compliance. A pioneer leader in incorporating cutting edge technology applications and infrastructure, Mr. Bhullar supports a workfoce of 1,500 employees that serves the nation’s largest and most diverse election jurisdiction of approximately 6M voters. Under his leadership, the largest voting system has been transformed through the development and implementation of the Voting Solutions for All People (VSAP). As part of the VSAP rollout, he is working to execute the Open Source strategy for the most complex, largest voting technology stack in the nation. A seasoned technology visionary and disrupter who is recognized for driving innovative technology initiatives into enterprise software roll-out of ERP, CRM, SCM, Imaging & Electronic Records Programs, he has a proven track record for key process improvements and cost benefits to customers/end-users. Under his direction, he supports one of the largest repository of vital records in the nation, serving more than 10M constituents.

Assistant Town Manager and Chief Innovation Officer, Town of Cary, NC

Dan Ault joined the Town of Cary as Assistant Town Manager and Chief Innovation Officer in December 2016. In this role, he serves as a key architect and strategist for Town Manager Stegall’s vision of creating a more adaptive and resilient local government. Ault’s focus on organizational development, communication, and technology are redefining the way Town employees engage and collaborate with the public and each other. Prior to working for the Town, Ault spearheaded the City of Elgin’s 311 initiative. While at Elgin, Ault co-developed the City’s mobile app in-house and implemented cloud applications across 21 departments. Ault graduated from the University of Wisconsin-Stevens Point in 2008 with a bachelor’s degree in Political Science and Public Administration. In 2010, he received his Master of Public Administration Degree from Northern Illinois University. He has written articles on innovation in government technology for publications such as the Huffington Post, Government Technology, CIO Review and CIO Applications.
