Traditionally, by the time a family becomes known to a child welfare agency, they are already in crisis. The Family First Prevention Services Act, was a good start in allowing funding for prevention services to be provided to a family in need, but it is not enough. Preventing crisis requires cross programmatic service delivery models that include a vast array of programs, providers and other community partners in health and human services. 

It is vital for HHS agencies and their partner organizations to work quickly on improving their data sharing and data integration strategies to better serve families in their homes and in their communities. By optimizing their use of data now, these agencies can respond to the needs of their constituents quickly and at scale, before crisis occurs.

CEO, Cagle Consulting

Bobby Cagle is CEO of Cagle Consulting, Inc, a firm specializing in human services, child welfare, early education, and community corrections consulting. Among a variety of clients, he serves as a consultant to CareSource, a national nonprofit care management organization, advising on creation of a model of health services designed to prevent child welfare involvement and better serve children and families involved with the child welfare system. Prior to consulting, Bobby spent 33 years in government human services in multiple states before retiring at the end of 2021. In 2017 he became Director of the Los Angeles County Department of Children and Family Services (DCFS). With an annual budget of approximately $3 billion and over 9,600 employees, the department is the largest child welfare agency in the nation, serving about 35,000 children, including more than 18,000 children in out-of-home care.

With over two decades of experience, Carole has worked around the country with both state and county administered service delivery structures. Equally as important, Carole understands the complicated service delivery model that includes a variety of stakeholders focused on the care and well-being of residents being served. Carole has dedicated her career to working with government and non-profit organizations to improve outcomes. In founding Evolv Strategy Group, she is sharing her passion and experiences with the next generation of innovators who are eager to make an impact in this challenging yet rewarding domain. Carole’s clients include local and state human services agencies, consulting services and product companies, and NGOs who are committed to bringing pioneering solutions to solve the complex issues of the public sector. Carole is a graduate of Duquesne University. When not driving change, Carole spends time with her family at their home in Chester Springs, PA.

Gary Katz is Solutions Director and Sr. Account Executive with MarkLogic Corporation with nearly 20 years of experience in public sector. He is a recognized expert in Database, Search, Linguistic, and Master Data Management technologies supporting national security, public safety, and HHS missions. Gary bridges the gap between business imperatives and technology, serving as both technical advisor and trusted partner to public sector clients throughout his career. His early work was formative to introducing graph-based semantic search capabilities into the MarkLogic platform, which has become as instrumental to helping defense customers identify bad actors as it is to HHS organizations in understanding familial relationships and the impact of time to benefit or service. Gary graduated from the Pennsylvania State University with a bachelors degree in computer science. He resides in Virginia with his wife and three children.
