Signed into law in March 2022, the Strengthening American Cybersecurity Act (SACA) legally requires operators of critical infrastructure such as water systems or electrical grids, to alert Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) within 72 hours of any data breach. Organizations that make a ransomware payment have 24 hours to report those details.

As local and state agencies of all sizes continue to be targeted by determined cyber criminals, this law is designed to give the National Cyber Director, CISA, and other appropriate agencies visibility into attacks against critical infrastructure to enable response, mitigation, and timely warnings of attacks to the public. For the first time, SACA will give federal authorities an overview of all cyberattacks against critical infrastructure in the United States.

He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.
