New research indicates that state and local procurement offices are grappling with an array of important issues. A nationwide Future of Procurement survey conducted by the Center for Digital Government found that respondents need procurement technology that is easier to use, can automate common workflows and can provide better insights on critical factors like supplier performance. The survey also tracked growing attention on supplier diversity and sustainability, as well as continuing supply chain disruptions.

On Feb. 8, Government Technology will host a live webcast to break down key survey findings and explore effective approaches for addressing procurement system modernization. Procurement experts from San Diego County Government, the Center for Digital Government and Ivalua will cover:

  • How key trends are impacting today’s procurement organizations, including efforts to attract contractors that are more diverse and environmentally conscious
  • How sophisticated capabilities such as analytics and workflow automation can help jurisdictions address purchasing pain points
  • How an ecosystem approach to modernization can drive results while providing flexibility and reducing risk

Jack Pellegrino

Jack Pellegrino has over four decades of government contracting and procurement experience working with diverse teams of contracting, procurement, and pricing staff in both the public and private sectors. Prior to joining the County as the Director of Purchasing and Contracting, Jack held executive positions with Fortune 50 companies, leading the contracting, procurement, and pricing organizations. From 2002 to 2006 Jack served as the County Deputy Director for the Health and Human Services Agency (HHSA), Contracts Support Division, during which time he developed and implemented best-practice contract formation and monitoring techniques to ensure contracting effectiveness and accountability. Jack is a Certified Public Procurement Officer (CPPO), Certified Professional Contracts Manager (CPCM) and Fellow designated by the National Contract Management Association (NCMA); and Certified Procurement Professional designed by the National Institute of Governmental Purchasing (NIGP-CPP).

Jarrod McAdoo brings over 24 years of procurement experience across multiple industries, including defense contracting, higher education, retail, manufacturing, and engineered products. During this time, Jarrod held various roles in category and supplier management including the management of strategic sourcing and procurement teams as well as leading teams in implementing shared service procurement models and source to pay systems. Jarrod holds a Masters in Business Administration from Duquesne University and a Bachelor’s degree from Carnegie Mellon University.

Senior Fellow, Center for Digital Government and former State Purchasing Manager, Oregon

For 15 years, Dugan Petty served in Oregon state government. His goal was to improve its effectiveness at the enterprise level. He served as the state’s chief information officer for six years. His collaborative leadership led to a new e-government delivery system, open government applications, strengthening security, and improvements in IT governance. He moved to Oregon in 1998 to become the state’s chief procurement official. During this time, he co-led a cross jurisdictional taskforce in the modernization of Oregon’s procurement statutes. In 2003-2004, he led a sourcing initiative called Smart Buy that improved contract outcomes and reduced spending. During this time, he gained a reputation as a trusted leader who could work with diverse groups to achieve consensus-based outcomes in procurement, risk management, sustainability, and information technology.
