Chief Cloud Officer, Tyler Technologies

Russell was named Chief Cloud Officer in July 2024 after having served as senior vice president, Cloud Strategy & Operations, since July 2022 and vice president of Cloud Strategy & Operations since February 2021. Russell is responsible for defining best practices for cloud development, operations, and deployment to achieve the full value of Tyler’s cloud initiative for both Tyler and its clients. Russell joined Tyler in 2018 as vice president, Development, for its Public Safety Division and was instrumental in driving public safety product innovation. Prior to joining Tyler, Russell was vice president of Engineering at Benefitfocus and vice president, Public Sector Development, at Infor. Russell holds a bachelor’s degree in computer science from Salem State University and a master’s degree in computer software engineering from California State University in Sacramento.

Senior Solutions Architect, Amazon Web Services (AWS)

Arun Krishnaswamy is a Senior Solutions Architect with the Worldwide Public Sector GovTech team at Amazon Web Services (AWS). He works with strategic public sector ISVs to help them migrate and modernize workloads on AWS. Prior to joining AWS, Arun spent a decade building workflow management systems, and high performance storage and compute orchestration for customers in the broadcast industry.

Executive Director, Center for Digital Government

John Matelski is the Executive Director of the Center for Digital Government. Prior to joining the Center, Matelski served for 25 years as an Information Technology & Security executive for municipal (City of Orlando, FL) and county government (Gwinnett County, GA), most recently retiring from DeKalb County, GA after 12 years of service. John’s duties included executive management of all information technology and security resources and systems that support operations and drive innovation throughout the County enterprise. As DeKalb County CIO, he oversaw more than 100 employees serving ~800 million residents. John has won numerous awards including Government Technology’s Top 25 Doers, Dreamers and Drivers, State of Georgia CIO ORBIE Award Finalist, and the Computerworld/Smithsonian Laureate Award for Information Technology. During his tenure with DeKalb County, Matelski was also very active in technology leadership roles with the National Association of Counties (NACo), having served as Chair of the IT Standing Committee, Vice Chair of the Telecommunication & Technology Committee, and Vice Chair of the County Technology Advisory Council.
