What if your organization’s biggest vulnerability could become its biggest cybersecurity asset? Cyber-aware employees can be the first line of defense against ransomware schemes and phishing attempts. They can also spot anomalies that provide early warning of network breaches and system infiltration. At the very least, well trained staff won’t write their passwords on notes stuck to their computer monitors.

This conversation will explore practical strategies for improving security awareness and creating security culture across government organizations. We’ll look at what security training programs should include, how often courses should be held, how to make them engaging and other important factors. We’ll share effective management techniques for incenting good security practices and holding employees accountable for risky behavior. And we’ll explore technology tools that can secure end-user devices and protect employees from common attack vectors.

Glenn R. Marchi, Ph.D. is a chief information officer (CIO), army officer, and adjunct professor who inspires and empowers teams to deliver extraordinary results with high customer satisfaction. Since July 2016, Glenn has served as the Commissioner, Office of Central and Information Services for Dutchess County Government, with the mission to provide premier technology services to support 300,000 citizens. Glenn was honored with Government Technology’s Top-25 Doers, Dreamers, and Drivers Award (2020); StateScoop’s County-Level Executive of the Year Award (2021); and the University at Albany’s Lifetime Achievement Award (2022).

Ray Yepes is an experienced cybersecurity practitioner with strong business acumen, technical knowledge and proven leadership skills in information security and IT privacy, risk and compliance. Before joining the Governor’s Office of Information Technology in April 2022, Ray served as the Chief Information Security Officer (CISO) for the Texas Department of Family and Protective Services in the Lone Star State. Prior to that work, Yepes co-founded and was the director of a full-service cybersecurity company whose clients included Fortune 500, 200, 100 and 50 companies. He has also served as the CISO for a Fortune 200 company.

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. An experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service. In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision, and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats, and digital forensics.
