One of the many lessons learned during the COVID-19 pandemic is that remote work works – employees are just as productive from their couches and kitchen tables, if not more so, than they are in an office environment. But as leaders look toward the future, and potentially long-term remote and hybrid work plans, how can they support employees in this new environment?

Teri Takai — Moderator

Co-Executive Director, Center for Digital Government

Teri Takai is the Co-Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Fred Brittain

Chief Information Officer, Maine

Fred Brittain is the Chief Information Officer for the State of Maine. He was appointed CIO for the State in April 2019 after 25 years with the University of Maine System. His most recent position with the University System was as Associate CIO, with prior roles at the University of Maine at Farmington including Chief Operating Officer and Executive Director of Information Technology. Throughout his career, Fred has developed a focus on aligning organizational technology strategies and service delivery, development and execution of strategic plans, and maturing organizational cultures through a focus on partnerships. Fred has long been engaged in developing future leaders through providing opportunities for growth, as well as engaging in formal and informal mentorship. He has served as president on multiple non-profit boards providing support and programming for children and under-served populations.

Bill Kehoe

Chief Information Officer, LA County, CA

Bill has been a public-sector Chief Information Officer (CIO) since 2002 serving as a State Agency CIO at the State of Washington Department of Licensing from 2002 – 2010; at King County Washington from 2010 – 2017; and as Los Angeles County CIO from November 2017 – Present. Bill has provided strategic and operational leadership for key organizational and technology transformations as a CIO including: three mainframe migrations, two IT organization and technology consolidations, multiple data center consolidations, development of multiple online services for state and local government residents, hybrid cloud strategy and deployment, application rationalization and modernization, IT Governance, Innovation, IT Strategic Planning, Enterprise Architecture, Information Management, and Unified Communication services. Bill is involved in several professional organizations and is the current President of Metropolitan Information Exchange (MIX), a national local government CIO consortium. Bill was recognized by Government Technology as one of the Top 25 Doers, Dreamers, and Drivers in 2015. King County was recognized as the top large county in the 2017 Digital Counties Survey.
