Bryan Kaplan serves as Juvare's Chief Information Officer, where he oversees technology, information security, and support. He has served in various leadership positions at Juvare since 2001, helping Juvare and its partners meet their operational objectives in emergency management, public health, and defense while also meeting the highest security standards. He also leads our ISO, FedRAMP, DoD IL5, and SOC2 programs. Mr. Kaplan has over 28 years of technology industry experience and 22 years of emergency management expertise.

Chief Technology Officer, Division Chief Operations Technology, Texas Division of Emergency Management

Jeff Newbold is the Chief Technology Officer and Division Chief of Operations Technology for TDEM, overseeing the technology of the agency, enterprise architecture and leading operational efforts for deployment and solutions including Geospatial Information, Critical Information Systems Management, Communications, and traditional Information Technology direction and support. Prior to this role, he served as the State Coordinator for Critical Information Systems for the Texas Department of Public Safety. He has supported as a part of Response and Recovery all incidents at the state level since joining TDEM in 2013 including Hurricane Harvey and before that all incidents since 2005 including Hurricanes Katrina, Rita, Dolly, and Ike as a part of the Alamo Regional Command Center in San Antonio. He is a Certified Emergency Manager©, a Texas Certified Emergency Manager and COML.

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He is currently a contributor to TheHill.com on matters of cybersecurity, national security and intelligence in addition to his national news appearances. Previously, Morgan was a senior advisor in the U.S. State Department Antiterrorism Assistance Program and senior law enforcement advisor for the 2012 Republican National Convention. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, Alcatel-Lucent/Bell Labs, Unisys and SAIC.
