Nancy Rainosek

Nancy is the former Chief Information Security Officer for the State of Texas. She has over four decades of IT experience in Texas state government and the private sector. Additionally, she served on the Executive Committee of the Multi-State Information Sharing and Analysis Center. Nancy has been recognized on many occasions both at the state and national levels, including the prestigious Thomas M Jarrett State Cybersecurity Leadership Award from the National Association of State Chief Information Officers, for her tremendous contributions. She was also a SANS Institute Difference Maker in 2021 for her work with the National Cyber Scholarship program to support the entry of talented students to the cybersecurity industry. In 2020, Nancy was named as one of Government Technology’s Top 25 Doers, Dreamers and Drivers. Nancy took a leadership role in the state’s successful response to the 2019 ransomware attack that affected 23 local government entities in Texas. Prior to joining DIR, she served as the deputy Chief Information Security Officer for the Texas Department of Health and Human Services. There, she was responsible for building a state-of-the-art security operations center.  Nancy received a Bachelor of Business Administration degree with honors with a concentration in Management Information Systems from Texas State University.

Chief Information Security Officer, Division of Enterprise Technology Strategy and Services, State of Rhode Island

Nathan Loura is the State of Rhode Island’s Chief Information Security Officer (CISO) and an active member of the RI Air National Guard. Throughout Nathan’s civilian career, he has worked as a technician, analyst, engineer, consultant, and leader for all aspect of IT and IS across several industries from banking to cellular communications to public and defense sectors. In the military he secured, deployed, and maintained all forms of networked and radio communications platforms in support of operations in Iraq, Afghanistan, and Kuwait. Locally, Nathan’s military career has been focused on cyber defense operations and contingency communications during natural disaster scenarios. He brings this wealth of expirence to the state where his teams have a commitment to ensure the security, integrity, and confidentiality of the State of Rhode Island's information through policy, processes, and technology.

Chief Information Security Officer, Wiz

As Chief Information Security Officer, Ryan leads security operations, security engineering, and risk & compliance across Wiz's corporate, development, and cloud production environments. Previously, as a security engineering lead for Meta, Ryan focused on detection & response operations, WhatsApp and Messenger security strategy, and mergers & acquisitions diligence. In prior roles, Ryan was the Chief Technology Officer for Tanium, where he oversaw platform and product strategy, and a Technical Director for Mandiant, where he led dozens of breach investigations involving state espionage and financial crime. Ryan has been an instructor for Black Hat and the FBI’s Cyber Squad, a contributing author for “Incident Response and Computer Forensics, 3rd Edition”, and the technical consultant for seasons 2 and 3 of TV’s “Mr. Robot.”

Dan Lohrmann — Moderator

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author. He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.
