William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. He focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi.

Vice President, NIC

Angela Fultz Nordstrom a Vice President at NIC. In this capacity, she helps federal and state agency leadership use technology to improve how citizens and businesses interact with the services government provides. Most recently, she has focused her efforts on the development of a mobile COVID-19 testing solution designed to help states and localities make informed decisions about the health and safety of their communities. Ms. Nordstrom has more than 20 years of experience building and deploying digital technology solutions that create efficiencies for government and provide value to constituents. Prior to joining NIC, she served as Chief of Staff to a Secretary of State where she interacted with citizens on a daily basis and worked toward making government services accessible to all.

Tamara Dukes — Speaker

Currently Vice President of Enterprise Development, Tamara Dukes originally joined in 1998, establishing Maine.gov in 1999 and then managing 7 state portals as a Regional Manager. Ms. Dukes left NIC in 2004 and worked for Imagitas, a marketing services company, managing a $150M strategic alliance with the US Postal Service. Returning to NIC in 2016, she is now working with states to develop an enterprise approach to digital government while enhancing the citizen experience. Ms. Dukes holds a BA in communication from Wheaton College.
