Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.

Rich Taylor has been with Tyler Technologies since 2002 where he started as a software developer and worked through the various roles within the development discipline -- with specific product focus on collections, financials, and payments. In his now 20 years with Tyler, he's been a leader of several cross-divisional development, strategy, and alignment initiatives. Most recently (2018-2020), he oversaw Tyler’s Connected Communities strategy focused on measuring, aligning, and executing for common outcomes across product/division boundaries within the ERP Suite. Later (2020), he was promoted to VP Payments to oversee Tyler's emerging company-wide payment initiative. Today, he is serving as the VP, Organizational Alignment and Strategy focusing on Tyler’s acquisition of the NIC Payments business.
