911 Coordinator and Center Director, Charleston County Consolidated Dispatch Center

Jim Lake is the Consolidated 9-1-1 Center Director for Charleston County, South Carolina. Mr. Lake serves as the Executive Committee Chairman for the South Carolina Coastal Area Cooperative. Mr. Lake has achieved the designation of Emergency Number Professional from the National Emergency Number Association (NENA) and has developed several courses on leadership and management taught at the national level. Mr. Lake is a member of the International Academies of Emergency Dispatch (IAED) College of Fellows and has worked as a contract instructor for Priority Dispatch and the National Emergency Number Association. By Governor Appointment, Mr. Lake served as the Chairman of the South Carolina State 9-1-1 Advisory Committee from June of 2014 to June of 2019. Mr. Lake’s work experience includes 9-1-1 consulting, 9-1-1 center management, and management of statewide training and public education programs. Prior to entering into the 9-1-1 profession, Mr. Lake served as a police officer and volunteer firefighter/EMT.

Matthew Hibler currently serves as the 9-1-1 Technology Manager for the Charleston County Consolidated Dispatch Center. He received a B.S. in Geography from East Carolina University. He has been active in the area of GIS and Database Management for over 20 years.

John Persano is a senior business development manager for 911 and justice and public safety at Amazon Web Services (AWS). John has centered his career on supporting public safety agencies specifically in the fields of training, exercises, technology identification, and technology adoption. Joining AWS in October of 2020 as the 911 and emergency communications sub vertical lead, John now focuses his efforts on innovation within the 911 community and between emergency communications personnel and technology companies.

He currently serves as Chief Security Advisor for SentinelOne, and is the chief technology analyst for several major cable news organizations. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. Previously Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program, the Senior Law Enforcement Advisor for the 2012 Republican National Convention, taught behavioral analysis at the National Security Agency and spent a year teaching the FBI how to conduct internet investigations. In addition to 18 years in state and local law enforcement as a highly decorated state trooper and detective, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world including Cisco, SAIC, Unisys and Alcatel-Lucent/Bell Labs.
