Captain, Woodland Park Police Department, New Jersey

Captain Joseph Domicolo was raised in the Borough of West Paterson, Currently Borough of Woodland Park. He attended the West Paterson School system and graduated from the Passaic Valley High School in 2005. He enlisted in the Air Force Reserves in 2005 and is still currently serving at the rank of Master Sergeant. He started his law enforcement career with the West Paterson Police Department in July of 2008. He attended the Passaic County Police Academy, Class 08-35. He is currently in his 16th year. Captain Joseph Domicolo is a member of the American Legion Post #238. Captain Domicolo has been activated and deployed on three separate occasions, supporting Operation Enduring Freedom (2008), Operation Iraqi Freedom (2009) and finally Operation Inherent Resolve (2016). Captain Domicolo is a former President and Treasurer of the PBA Local 173. In May 2018, Officer Domicolo was promoted to Sergeant. Shortly thereafter he became the CPR Instructor for the department. He was then assigned additional duties such as Power DMS Administrator, VCS Scheduling Administrator and Accreditation Manager. In August of 2022, he was promoted to Lieutenant. In September of 2023 he was promoted to Captain. Captain Domicolo is assigned as the PTC Licensing Coordinator and is responsible for department training. Throughout his career Captain Domicolo has received awards such as the Life Saving and Meritorious Service Award.

Vincent Kerney is a retired Police Captain from the Bloomfield Police Department. Vincent holds a Bachelor of Arts in Public Administration from Fairleigh Dickinson University and is a veteran of the United States Marine Corps. Vincent served as the head of the police department's IT and fleet management. While in the police department he ran several major IT projects including: • Migration of the police radio communications • A complete refresh of the fleet's in car computers, in vehicle cameras, and body cameras • Fixed mount License Plate Reader cameras throughout the township • Vincent spent one year at FirstNet implementing the public safety cellular service at many agencies throughout the state of New Jersey. He is now the Director of Solution Sales with PMC Wireless where he is responsible for the sales and service for a wide variety of wireless solutions which include routers, wireless failover solutions and much more, computers, cameras and all wireless needs.

With over 13 years of experience in mobile networks and technology, Joel combines his expertise in sales and product marketing to offer a distinctive perspective that informs his innovative marketing strategies. Previously, he held various positions at AT&T, including retail management, B2B sales, brand management, and product marketing management, where he received prestigious accolades such as the AT&T Summit and AT&T Diamond Club awards.

Russ Nichols’ public service spanned over 32 years and included management and executive positions with the California Department of Forestry and Fire Protection, the California State Controller’s Office, and the Employment Development Department. In 2015, Nichols was appointed by Governor Jerry Brown as the California Department of Corrections and Rehabilitation Chief Information Officer and Director of Enterprise Information Services. While serving at the Department of Corrections and Rehabilitation, Nichols also served as a board member for the Corrections Technology Association and served as CTA President from 2019 to 2021. In February 2021, Governor Gavin Newsom appointed Nichols Deputy State CIO and Chief Deputy Director at California Department of Technology. Prior to retirement, Nichols also served as Acting State CIO and CDT Director for several months. During his career, Russ won numerous awards including the California Department of Corrections and Rehabilitation’s 2014 Administrator of the Year, Government Technology’s 2018 CIO of the year, and Government Technology’s 2023 California Public Sector Hall of Fame Award.
