Public-private partnerships (P3s) have long been a valuable way for state and local governments to reduce risk, speed implementation and leverage private-sector expertise for public-sector projects and services. Particularly for communications and connectivity, these partnerships have played a crucial role in equipping governments with much-needed technology.

As governments look to maximize their investments from American Rescue Plan Act (ARPA) dollars, President Biden’s infrastructure bill and other sources of revenue, P3s will play an important role in optimizing their investment on communications and connectivity.

Senior Vice President of the Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Vice President, T-Mobile for Government

David M. Bezzant is the Vice President of the T-Mobile for Government team, which has brought together legacy Sprint and T-Mobile public sector divisions into a single next generation organization to serve the greater good. David heads T-Mobile’s Federal, State, Local, County and Education government team efforts. David is a fierce advocate for digital equality, and he has been a key player in architecting connectivity projects such as EmpowerED and Project 10M, which has already connected nearly 2.5 million students to high-speed mobile internet.

Program and Business Development Director, T-Mobile

Tiana McNeil joined T- Mobile in August of 2019 as a Program and Business Development Manager. Prior to joining the team Tiana was at Sierra Wireless where she managed a product portfolio for managed IOT Services Globally. Tiana has a long history in wireless and specifically in IoT and Emerging Solutions. She has held various strategic positions in Product Development, Market Research, Smart City Alliance Programs, and Business Development for Carriers and Channel Ecosystems. Tiana is currently enabling several ITS, V2X, and IoT solutions within our living laboratory at Curiosity Lab within the city of Peachtree Corners.
