Efforts to breach U.S. voting systems and influence election outcomes by state-sponsored, criminal and malicious insider actors are only growing in sophistication. More than ever, local and state government agencies must be able to rely on dynamic, full-spectrum security solutions that protect the entire election process and those who work to preserve outcomes.

A phased approach is required to ensure risks are fully mitigated before, during and after the votes are tallied. Among other tasks, agencies must be able to prepare for risks, anticipate threats and respond immediately to potential alerts and new information.

Daniel Temisanren is a highly experienced information technology and cybersecurity professional with a record of developing and supporting successful projects and solutions incorporating a wide range of applications and technologies. Daniel provides leadership for the continued development of an innovative, robust, and secure information technology security office at RR/CC. Primary responsibilities encompass a wide variety of strategic security technology issues, governance and policy, resource allocation, information technology protocols, and the Information Technology Security for the department. RR/CC, Information Security Office provides support at the department election and recorder for the delivery of, information security infrastructure systems and compliance, which comprises of Firewalls, Intrusion Prevention Systems. Daniel is also responsible for the enforcement of information security policy, standards, process, and procedures, including technical leadership, direction, support, and implementation of all Security systems. Daniel Temisanren, also interfaces and consults with the County Chief Information Security Officer (CISO) on various security initiatives. Prior to joining Registrar Recorder County Clerk in 2019, he worked for Internal Services Department, Daniel Temisanren spent 20+ years in information technology roles in private industry. Daniel holds a BSc. and MSc. in Computer Science. Daniel is a builder of high-performance teams and a natural leader, mentor, and motivator who thrives in environments requiring a high-level strategist and a big-picture thinker.

Assistant Registrar-Recorder/County Clerk, Los Angeles County

Aman Bhullar has over 25 years of experience in technology implementation and consulting. He oversees strategic planning and modernization initiatives in information technology, information security and data management for the Los Angeles County Registrar-Recorder/County Clerk. As the department’s Chief Information Officer, he provides executive leadership and is responsible for assisting in administering and formulating the IT operations with direct responsibility and oversight of Information Security standards and strategies for governance/compliance. A pioneer in incorporating cutting edge technology, Mr. Bhullar supports a workforce of 1,500 employees that serves the nation’s largest, most complex and diverse election jurisdiction of 5.8M voters; in addition to supporting the largest repository of vital records in the nation, serving 10M+ constituents. Under his leadership, the revolutionary Voting Solutions for All People (VSAP) system was implemented in LA County. Being security conscious about the ever-changing threat landscape, he deployed the ALBERT Network and Monitoring & Management system (from CIS); the first in LA County. He was instrumental in getting critical product evaluation of VSAP by CISA/DHS. The information and security program implemented at RR/CC has won several awards and accolades from NIST, NACO, Gold Globee, Clearie, CSAC, CDG and other agencies. Mr. Bhullar ensures that multi-tiered information security program is further strengthened by close collaboration with MS-ISAC and EI-ISAC. He ensured that the new voting system and the organization undergoes frequent third-party penetration testing and governance, risk and compliance assessments. As part of the VSAP rollout, he looks forward to executing the Open Source strategy for the most complex, largest voting technology stack in the nation.

Senior Director, US Federal Programs and Services Public Sector, Mandiant

Mr. Appleby is a senior leader in the Global Government organization at Mandiant. In his role, he is accountable for the US Public Sector and all strategic offerings. Prior to joining Mandiant, Tim was the Global Information Assurance Head at Citigroup where he managed the corporation's global data protection infrastructure including Anti-malware, Data Leakage Protection, Endpoint Protection and Vulnerability and Threat Management Infrastructure. Prior to joining Citigroup, Tim was the Chief Scientist in the Integrated Security and Systems Solutions Business Unit at Science Applications International Corporation (SAIC) and an Adjunct Professor at The Johns Hopkins University in Baltimore, Maryland. During that time, Mr. Appleby was a Technical Director for Managed Security Services at Global Integrity (an SAIC Company) where he participated in the development, design, and technical implementation of the Financial Services Information Sharing and Analysis Center (FS-ISAC) in support of PDD63 during the Clinton Administration and Directed the Federal Government FED_CIRC Incident Response Center prior to 9/11. Preceding his work at Global Integrity, Mr. Appleby held numerous Intelligence and Law Enforcement positions in the US Government. Additionally, he designed, patented, and implemented a global incident response, Intrusion Detection and Tracking System for Motorola's Iridium Satellite Network to support its global operational network and terrestrial satellites. Tim has worked in the field of information security for over 25 years.

Managing Director, State, Local, & Education, Incident Response & Proactive Services Insider Threat Risk Solutions, Mandiant

Mr. Ford is 25-year veteran in cybersecurity, incident response, and intelligence led cyber operations in both government and commercial sectors. Prior to joining Mandiant, Jon served in executive leadership roles for the Federal Bureau of Investigation (FBI). He served as the responsible executive to the U.S. Cryptologic Centers for strategic and tactical oversight of global cyber operations and key asset protection. In these roles Jon developed the framework used by the U.S. Government to manage risk of cyber threats supporting government and critical infrastructure capabilities receiving recognition by the White House National Security Council and the U.S. Congress. Currently, Jon serves as the Senior Executive to Mandiant’s multi-lateral partnerships and Pinnacle clients. He leads operations, strategy and solutions for our global partners, and globally leads Mandiant’s Insider Threat risk offerings. Jon coaches boards and executives on how to measure and manage enterprise risk, regularly speaks at industry conferences. Jon is a member of the Geneva Dialogue on Responsible Behaviour in Cyberspace and the Global Forum on Cyber Expertise. He is the founder of Mandiant's Elevate program to advance women in IT security into senior leadership and Board positions. Jon serves as an adjunct professor teaching advanced curricula on cybersecurity and risk frameworks at St. Mary’s University. He is a graduate of Harvard, John F. Kennedy School on Cybersecurity Policy; a graduate of Northwestern University, Kellogg School of Business in Strategic Change Leadership; and a graduate of Carnegie Mellon University’s series on Insider Threats.

Deborah is an accomplished C-level executive, influencer and educator who has dedicated her career to improving state and local government services for the citizens of New York state through policy and technology innovation. She has a broad range of experience in government, policy, cybersecurity, privacy and information technology. She recently retired from the position of New York state’s chief information security officer, where she led the state’s cybersecurity programs and directed the NYS Cyber Command Center. She works with organizations and universities to strengthen cybersecurity defenses and preparedness, and to create and inspire the next generation of cyber leaders.
