The new presidential administration is rolling out a number of initiatives to help combat COVID-19 such as expanding vaccine supply, launching a retail pharmacy program, and increasing reimbursements to states.

State and local government health and human services (HHS) agencies can use all the support they can get. Their technology infrastructure has never been more critical. These systems – most notably call centers, electronic lab reporting (ELR) systems and disease surveillance systems – are under extreme stress as public health organizations work to track, report, and share information on COVID-19 cases.

Now that the COVID vaccines are available, immunization information systems (IIS) must support a campaign to inoculate hundreds of millions of Americans in the shortest timeframe possible. These critical systems must be ready to respond to an influx of queries for proof of vaccination from schools, employers and others. At the same time, states and localities will need to aggregate vaccine availability, build business processes around scheduling and more to be successful.

Jim Daniel

Public Health Lead, State and Local Government, Amazon Web Services (AWS)

Jim Daniel is the Public Health lead for State and Local Government at Amazon Web Services. Prior to joining AWS, Jim served for almost a decade with the United States Department of Health and Human Services, most recently as the Director of Public Health Innovation for the Office of the Chief Technology Officer, and prior to that as the Public Health Coordinator for the Office of the National Coordinator for Health IT. Before joining the federal government, Jim was the Chief Information Officer for the Massachusetts Department of Public Health. Jim also holds an adjunct position in Drug Regulatory Affairs with the Massachusetts College of Pharmacy and Health Services.

Phil Bertolini — Moderator

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government (CDG), a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named one of Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change for 2012.
