Budget teams like to do things by the book, but the days of a static budget book are numbered – Printed files, massive spreadsheets and black box processes make budget collaboration and transparency impossible. Innovative cities like Rochester, New York, have made the move to an online budget book. As a result, the city’s various departments can easily collaborate on the budget, and city council members and residents can better understand Rochester’s priorities and finances – from capital planning and workforce planning to tracking investments made with federal funds.

Shonte Eldridge is an award-winning strategy and organizational change expert who spent 23 years in State and Local Government leadership. She served in senior positions for a Governor, two States’s Attorneys, and two Mayors, and ended her public sector career as the Deputy Chief of Operations for the City of Baltimore. Shonte is currently focused on helping government leaders simplify cumbersome business operations and navigate an ever-evolving technology landscape.

Samantha Chandler currently serves as Solutions Engineer for OpenGov, focusing on budgeting & performance, strategic management, and reporting. Prior to her role at OpenGov, Samantha served as Budget Coordinator for the Department of Finance and Administration at the State of Tennessee. In that capacity, Samantha worked with a variety of state agencies on all financial matters including budgeting, accounting, procurement, and strategic planning, as well as managing the statewide internal service and enterprise fund operations. Samantha holds over 10 years of experience in the public sector in roles ranging from budget and finance, strategic management, and operations. Samantha currently lives and works in Nashville, Tennessee.
