Maryland’s Total Human-services Integrated Network (MD THINK) is the first platform of its kind among U.S. state agencies using the cloud to modernize vital services and resources for vulnerable residents. It represents a comprehensive reinvention of IT services delivery for the Maryland Department of Human Services.

Today, instead of siloed social program data and long application timelines, Maryland DHS has a more holistic view of benefits recipients, and its leaders can analyze data to design better assistance programs. Cloud-native tools for containerization and microservices give MD THINK development teams the freedom to spin up modern, secure apps that work on any mobile device.

Subramanian Muniasamy

Chief Technology Officer, Maryland DHS

Subi is the Chief Technology Officer for the Maryland Department of Human Services where he has been busy leading the efforts of MD THINK, Maryland’s Total Human-Services Information Network. Subi has over 20 years of experience in IT health and human services in the State and Federal sectors. Previously, he was the Chief Information Officer at the Maryland Health Benefit Exchange and was responsible for a well-known rescue and turnaround of the Exchange after it had failed in its first year of operations in 2013. He subsequently delivered three successful Open Enrollments and established model mobile and web-based technology platforms that many states have since sought to emulate.

 

Kelley DuBois

Account Manager, Amazon Web Services (AWS)

Kelley helps lead the Innovation and Digital Transformation vertical at AWS with states and local governments. She builds relationships that generate strategic conversations and opens multiple channels of communication to continually reinterpret a customer’s most pressing needs. Since joining AWS in 2016, Kelley has helped multiple states define their cloud governance and security models, promote their IOT and big data applications on AWS and drive overall awareness and adoption of AWS services. Prior to Amazon, Kelley served multiple roles at other industry leaders (Microsoft, VMWare and BMC) where she began honing her technical skills, developing corporate-wide educational and outreach programs, and corporate-wide partner programs and teams.

 

Bill Rials, Ph.D. — Moderator

Senior Fellow, Center for Digital Government

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program, where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the state of Mississippi’s IT organization as a deputy to the state CIO. Dr. Rials holds a bachelor’s degree in business administration from Belhaven University, a master’s degree in computer information systems and cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and cybersecurity space and is frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.
