The Center for Digital Government’s Digital Counties Survey provides the opportunity for county information technology organizations to highlight the great work being done in digital government and public service, benchmark with their peers and identify trends for the future. This year’s survey will reflect the technology landscape, both currently and in preparation for the future.

On this webcast, Chief Programs Officer, Teri Takai and Surveys and Awards Director, Janet Grenslitt will walk you through this year’s survey – the overall structure, what’s new including the new Artificial Intelligence category of questions, and approaches you can use to fill it out. We are happy to announce that we have planned regularly scheduled touch points where you can check in with us with any survey questions throughout the entire process. The webinar will also cover:

· How to navigate the survey tool
· Next steps and timing for survey submissions

Teri Takai

Chief Programs Officer, Center for Digital Government

Teri Takai is the Chief Programs Officer of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Surveys and Awards Director, Center for Digital Government

Janet Grenslitt is the Center for Digital Government’s director of Surveys and Awards. She manages the Center’s flagship surveys and awards programs for state and local government. Working with subject matter experts, she created the Digital Cities and Digital Counties surveys more than 15 years ago. Prior to joining e.Republic, Janet managed programs for state and local government in Florida, North Carolina and California. She received her Bachelor of Arts from Duke University, with a certificate in Social Administration from Hull University in England, and her Master’s degree from University of California at Berkeley.

Chief Information Officer, Cabarrus County, NC

Todd Shanley is the Chief Information Officer for Cabarrus County, North Carolina, where he has served the community for over 26 years. Todd’s relentless drive for civic innovation has modernized the way governments deliver internal and citizen-facing services. From leading enterprise IT operations, encouraging innovation to empowering a dedicated workforce, Todd’s impact as a technology leader is fostering a culture of collaboration to propel the county forward. He was named one of Government Technology Magazine’s 2020 Top 25 Doers, Dreamers & Drivers and StateScoop’s 2020 GoldenGov: County Executive of the Year. Under his leadership, Cabarrus County won Top Digital County Award in the 2019 and 2021 Digital Counties Surveys as well as ranked first place in the 2020 and 2022 Overall County Government Experience Awards by the Center for Digital Government.

Chief Information Officer & Director of IT, Snohomish County, WA

Viggo Forde serves as the Chief Information Officer and Director of Information Technology for Snohomish County. Prior to joining Snohomish County he had a long career as Senior Director in Customer Service and Support at Microsoft where he was a leader of large global transformation programs. He also brings experience from Amazon.com where he defined and led the global knowledge management and localization of information for Amazon Sellers. He holds a masters and bachelors degree in Industrial Engineering from the University of Washington. In addition to being CIO, he also holds the position as Honorary Consul of Norway to the States of Washington, Oregon and Idaho and is a boardmember of the National Nordic Museum, the University of Washington Scandinavian Studies Department, the University of Washington Industrial and Systems Engineering Executive Advisory Board.

Scott Furman

Chief Information Officer, Chesterfield County, VA

Scott Furman is a seasoned executive with extensive experience in information technology and leadership roles across various sectors. Currently serving as the Chief Information Officer and formerly as the Deputy Chief Information Officer at Chesterfield County, Scott also mentors participants in The Technology Leadership Experience at Ouellette & Associates Consulting. Previous roles include Senior Vice President at the Federal Reserve System, where Scott led significant organizational transformations and managed substantial budgets and teams. Notable achievements include the creation of independent management consultancy Furman Enterprises, LLC., and high-level positions at General Electric and Vodafone. Scott Furman holds a BA in Business Administration from Grove City College and has furthered education at Clemson University.
