For more than 25 years, Harold Tuck has dedicated his career to the county of San Diego. Most recently, as chief information officer, Tuck was responsible for all operational and strategic information technology functions for the county, providing services to 17,000 county employees at over 200 facilities. One of Tuck’s primary and highly visible tasks was ensuring that county government and its citizens received the full benefits of a multi-year, $700 million IT Outsourcing Contract, making the county the first municipal government to outsource all IT functions to the private sector.

Tammi also owned and operated a Minority, Women and Disadvantaged Enterprise (M/W/DBE) business that provided consulting services to acquirers, vendors, transit authorities, municipal and state agencies for electronic payment acceptance, software product management and development, systems implementation and process improvement.

Ann Ray has over 34 years of experience in the financial services industry. Over the last 16 years, Ms. Ray has served as the Senior Business Development Director for FIS Government Solutions. The Government Solutions division focuses on Electronic Benefit Transfer (EBT) services for state government agencies. FIS is proud to serve as the SNAP processor for a total of 31 States today, and for 46 State Agencies for WIC EBT programs. As an expert in FIS’ EBT solutions and features, Ms. Ray is a proven client advocate assisting current and future State Agency clients through the procurement and contracting process. She partners with the FIS Government Solutions’ Product, Technology and Finance teams as well as FIS’ Legal and Client Relationship teams to ensure client satisfaction through initial contracting and any subsequent statement of work activities.

Prior to FIS, Chris was in the US Navy and after his departure, earned a bachelor’s degree from the University of North Florida with a major in Business Admin and Management.
