Specializing in the public sector, Eric has successfully led sales efforts in both Federal and Commercial markets, including high-growth technology companies, startups, and established organizations. His expertise spans various technology solutions, including security, cloud, AI, machine learning, identity and access management. He’s passionate about helping improve the Public Sector customer thereby enhancing the citizen experience with the Public Sector. At PagerDuty, Eric currently serves as Vice President of Public Sector, leading the charge in transforming critical work.

Arturo Suarez Martin is a seasoned technology and customer experience executive with over two decades of leadership across SaaS, enterprise software, and open-source ecosystems. He currently serves as Senior Director of Automation and Global Support at PagerDuty, where he leads global teams driving innovation through automation, AI, and customer-first strategies. Arturo joined PagerDuty through the acquisition of Rundeck, an automation orchestrator, where he served as VP of Customer Success. At Rundeck, he played a key role in the acquisition process, shaping the post-sales strategy and scaling customer impact. Since then, he has led successful M&A integrations, expanded operations into new global markets, and championed the adoption of AI and automation to elevate support efficiency and customer satisfaction. He has also tackled operational sprawl at scale, implementing governance models that align service delivery with strategic business outcomes. He holds an MBA from IE Business School, and his expertise spans digital transformation, infrastructure management, operational scale, customer retention, open-source strategy, and AI-driven services design.

Dave Fletcher served as Chief Technology Officer of the State of Utah for 17 years. Dave oversaw the State’s digital government initiatives and coordinated the introduction of emerging technologies, as well as the state’s technical architecture program. David has a long history of involvement with technology initiatives, having previously served as director of the state’s Division of Information Technology, Deputy CIO over egovernment, and Deputy Director of the Utah Department of Administrative Services. During his tenure with the State of Utah, Dave promoted the use of technology to improve citizen and business interaction with state government. Utah now offers over 1700 interactive online citizen and business services through its award-winning portal, Utah.gov. Dave’s area of expertise include public policy, digital government, AI, IOT, administrative services management, technology and open data. David has a master’s degree in public administration from the University of Washington.

Chief Innovation Officer, e.Republic

Joseph Morris is the chief innovation officer of Government Technology’s parent company e.Republic and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.
