Scott Smith is the Chief Deputy Controller for the State Controller of Idaho, Brandon D Woolf. He manages the office’s constitutional duties of statewide payroll, statewide accounting, the office’s full IT operations and development teams, and work regarding the state land board, statewide transparency, and enterprise data analytics programs. A native Idahoan, Scott is a combat veteran with over 24 years of service in the US Air Force serving in variety of financial and leadership roles such as Chief Cost Analyst, Budget Officer, Chief Financial Officer, and Comptroller. Scott earned a Master's Degree in Cost Analysis from the Air Force Institute of Technology and Master's Degree in National Security and Strategic Studies from the Naval War College. Scott, alongside his wife Denise, own and operate a boutique winery and vineyard in Star, Idaho.

She is a proven problem solver with a unique ability to find, assess and fix information security vulnerabilities across a variety of industries. She has secured and improved technical operations for companies such as AWS, AIG, Aetna, Bank of America, PepsiCo, NetApp, and Verizon Communications. Mignona works across high tech fields building stellar security programs and embedding security into products delivered to the marketplace. In addition, she established Women Leaders in the Cloud (WLIC) with the Executive Women’s Forum which provides executive training curriculum and reaches engagement of over 700 members. Mignona chairs Cyberbytes for T200 reaching an audience Sr. technology leaders worldwide. She is currently the SVP, Chief Information Security Officer at Infor where she focuses on security across both SAAS products and cyber security showcasing the significance for today’s rapid advancements in the cloud. Under her leadership, her team protects corporations worldwide on how they operate their companies. Mignona holds her Bachelor of Science degree from Northwestern State University specializing in Computer and Information Systems and a Bachelor of Arts degree in Spanish. She received her Master of Business Administration from Louisiana State University in Shreveport, Louisiana. She also sits on multiple advisory boards and has received numerous awards including CSO Hall of Fame Inductee (2025), Dallas CISO Inaugural Orbie Award (2024), Women of Influence (2021), Executive Women’s Forum, CTO of the Year (2018), Women in IT Silicon Valley; and Information Security Executive of the Year Award in the Health Care Category.

Chief Programs Officer, Center for Digital Government

Teri Takai is the Chief Programs Officer for the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Teri worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.
