As Senior Policy Advisor of GFOA’s Federal Liaison Center, Michael leads coalition and grassroots advocacy efforts in the areas of public pensions, internet sales tax, federal preemption legislation and healthcare reform. Additionally, Michael supports the FLC’s Director on legislative and regulatory advocacy related to tax reform, infrastructure investment and federal appropriations and budget legislation. Michael also serves as staff on GFOA’s CORBA Committee and GFOA's Black Caucus. Prior to joining GFOA, Michael was an Associate Legislative Director for Finance, Pensions and Intergovernmental Affairs at the National Association of Counties (NACo). At NACo, he was responsible for all policy development and lobbying for the association in the areas of municipal finance and tax, elections, pensions and county and tribal government relationships. He also served as Associate General Counsel for NACo. Michael has a BBA in Computer Information Systems from Georgia State University and a JD/MBA from Western New England University. He is a Member of the Pennsylvania State Bar.

A government thought leader and motivator, Kittle has written and spoken extensively for ICMA, National League of Cities, Harvard Government Innovators Network, Alliance for Innovation, Exago, Governing magazine, Government Technology magazine as well as podcasts with StrongTowns, National Research Center, Bang The Table, Polco, and Engaging Local Government Leaders.

As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all city IT services. He also served as South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, federal, state, and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO — a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Bob was the chief technical architect for the state of Utah’s Department of Technology Services, including the development of the state’s Utah.gov portal. Utah has been widely recognized in these areas with numerous national awards. He has also been a technical lead and RFP writer for the WSCA/NASPO Cloud and Data Communication Procurements. He has experience with state, county and higher education employee skill assessments and technology upgrade implementations, including large-scale database migrations from RDMS to NoSQL platforms. He has extensive private-sector experience with Microservices Architecture implementation and DevOps using hybrid cloud deployment patterns.
