Traditional service delivery in government has often focused more on processes than on people in need. Siloed programs, departments and IT systems have required vulnerable constituents to navigate unnecessary complexity and often participate in redundant processes to get access to services. At the same time, agencies have been stuck with monolithic or highly customized technology systems that have hindered innovation.

Teri Takai — Moderator

Vice President, Center for Digital Government

Teri Takai is the Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

 

Angela Struckmann, MPA

Director, Sonoma County Human Services Department

Angela Struckmann is Director of the Sonoma County Human Services Department, where she leads a staff of over 950 and a budget of over $350 million. Angela oversees the administration of safety net services to the community through four program divisions: Adult and Aging Services; Children, Youth and Family Services; Economic Assistance; and Employment and Training. Sonoma County Human Services programs regularly support over 100,000 Sonoma County residents. Angela has over 13 years of experience in county government human services programs across three Bay Area counties and another 12 years of experience in the nonprofit sector. She has a bachelor’s degree in psychology from the University of Wisconsin – Madison and a master’s degree in public administration from the University of San Francisco.

 

Carolyn M. Staats

Director of Innovation, County of Sonoma and IT Director for the ACCESS Initiative

Carolyn M. Staats is the Director of Innovation for the County of Sonoma and IT Director for the ACCESS Initiative, a collaborative county program which has won multiple awards for innovation in both the private and public sector. Carolyn was named one of the Top 40 women in the world in Artificial Intelligence by IBM at the joint IBM and NY Times New Rules Summit in June 2019. Prior to coming to the County of Sonoma, Carolyn spent 30 years in the private sector in manufacturing, distribution and supply chain including 14 years as the CIO for Birkenstock USA. Carolyn holds a degree in business from Portland State University and most recently received her certification as a Lean Six Sigma Green belt from Villanova University.

 

Ken Wolsey

Partner, IBM

Ken Wolsey is a Partner at IBM with over 25 years of executive program oversight and complex program delivery experience. He is the go-to-market leader for IBM’s Connect360 product to establish shared data hubs that enable the transformation of Health and Human Service organizations from program-centered to person-centered service delivery. He is the Project Delivery Executive for accounts with the County of San Diego, the County of Sonoma, Washoe County, and Orange County, CA. Ken has been awarded six patents in knowledge management and system integration architectures. He is a certified Agile Scrum Master, PMI Certified Project Management Professional and IBM Complex Program Manager. He has also been an instructor, author, and speaker for project management, operations management, knowledge management, lean operations, and emergency preparedness. Ken’s clients have received numerous awards for achievements improving outcomes for their clients through his projects including: • Best of California Award: Demonstrated Excellence in Project Management” by the State of California Office of Systems Integration • 2020 IDC Smarter Cities Award • National Association of Counties Achievement Award • IBM Innovation and Delivery Excellence Award for "Most Impact on Society and The World • Financial Times Business Innovation Award Ken possesses a BS degree from Brigham Young University in Mechanical Engineering and an MBA from UCLA Anderson School of Management.
