Matt Magruder

Environmental Research Manager, Milwaukee Metropolitan Sewerage District

Matt Magruder has been with the Milwaukee Metropolitan Sewerage District for over 14 years, and he is currently serving as the Environmental Research Manager. In addition to managing and coordinating the District’s research efforts, Matt is leading MMSD’s Digital Transformation Framework Project. Matt represents the District on various planning, advisory, and industry working groups. He received his B.S. in Biology from UW- Whitewater, his M.B.A. from Cardinal Stritch University, and is an American Society for Quality Certified Six Sigma Black Belt.

Matthew Sprague

Industry Strategy Director Local Government & Utilities, Trimble

Matt Sprague is Trimble's Industry Strategy Director for Local Government and Utilities. Matt has worked with SaaS companies to establish product strategy and market fit for over 10 years. While at Trimble, he has been integral in bringing to market such products and functionality as Resource Management, Field Management, FedRAMP, Data Warehouse, Digital As-Builts and many others. He is currently responsible for the local government market strategy. Most recently, Matt has taken on the role of subject matter expert for the Infrastructure Investment and Jobs Act. He is a member of many divisional, sector and corporate level teams that are dedicated to position Trimble to best serve the growing demand for infrastructure improvement in the US and internationally.

Russ Nichols’ public service spanned over 32 years and included management and executive positions with the California Department of Forestry and Fire Protection, the California State Controller’s Office, and the Employment Development Department. In 2015, Nichols was appointed by Governor Jerry Brown as the California Department of Corrections and Rehabilitation Chief Information Officer and Director of Enterprise Information Services. While serving at the Department of Corrections and Rehabilitation, Nichols also served as a board member for the Corrections Technology Association and served as CTA President from 2019 to 2021. In February 2021, Governor Gavin Newsom appointed Nichols Deputy State CIO and Chief Deputy Director at California Department of Technology. Prior to retirement, Nichols also served as Acting State CIO and CDT Director for several months. During his career, Russ won numerous awards including the California Department of Corrections and Rehabilitation’s 2014 Administrator of the Year, Government Technology’s 2018 CIO of the year, and Government Technology’s 2023 California Public Sector Hall of Fame Award.
