Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all city IT services. He also served as South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, federal, state, and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO — a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Monica Terése Carranza, Esq. is an innovation and transformation leader with 15+ years of industry experience as an IT leader focused on solving public sector challenges. Currently, Monica is a Digital Innovation Leader at Amazon Web Services (AWS). As a member of AWS’ Worldwide Public Sector Digital Innovation team, Monica helps public sector customers learn and use Amazon's innovation mechanisms to solve mission-critical problems. Before joining AWS, Monica spent 14 years working in the public sector as an IT leader and attorney at both the City of Chicago and State of Illinois where she specialized in digital transformation and big data. Monica received an undergraduate degree from New York University and her law degree from Loyola University of Chicago law school.

Russell has been helping governments innovate and improve their operations through the cutting-edge application of technology for more than 25 years. Working in both the public and private sectors, he has created, implemented and supported advanced applications and technology for local governments serving hundreds of thousands of citizens and customers across the United States. Most recently, he has concentrated on implementing an aggressive roadmap for digital business improvement as the CTO and Director of Technology and Innovation for the City of Tampa- Florida’s tech capital. With a priority on getting the right tools and technology for expanded service, improved reliability, and open data sharing for the departments he serves, the City has implemented and upgraded more systems in the past five years than the 15 before. Russell has a bachelor of business administration degree with a major in management from Florida Atlantic University. He trained in performance management with a past Florida Governor’s Sterling Award winner and is a past examiner for Illinois Performance Excellence (ILPEx), an organization that assists governments, hospitals, manufacturers and other businesses to implement the continuous improvement management model using the Baldrige Criteria for Performance Excellence. He is also a 2018 honoree of the Tampa Bay Business Journal’s CIO of the Year award and a 2022 Florida CIO of the Year 2022 enterprise finalist.

Scott Coble currently serves as Solutions Engineering Director for OpenGov, focusing on customer & sales support, revenue generation, budgeting & performance, product strategy & execution, continuous process improvement, user experience, market research & competitor evaluation. Prior to his role at OpenGov, Scott served as Budget Manager with Montgomery County, MD, Government’s (MCG) Office of Management and Budget (OMB). While there, he led a team that built a national award-winning budget application called BASIS which replaced numerous failing legacy and ERP budget systems. BASIS revolutionized the budget process (Operating and Capital) in Montgomery County and saved the jurisdiction substantial time, effort and money. Mr. Coble has extensive knowledge and experience in both the private and public sectors, serving in a number of different capacities including budget management, software engineering, information security, project management and graphic/web design. Over the last 20+ years Scott has worked for Fortune 500 companies ( General Electric | Lockheed Martin ), small to mid-size businesses (OpenGov | ASSYST), and as a contractor / employee for both local ( Montgomery County, MD | City of Frederick, MD) and the federal government ( Intelligence Community | Department Of Defense ). Scott holds a Master’s Degree in Information and Telecommunications Systems from Johns Hopkins University, a Bachelor’s Degree in Computer Engineering from Virginia Tech and a Certificate in Public Management from George Washington University
