Carole Hussey is a Senior Fellow for the Center for Digital Government. Carole is the Founder of Evolv Strategy Group, an Health and Human Services (HHS) market strategy firm. As a seasoned HHS advisor, Carole has more than twenty years of experience providing consultative services to state and local government agencies. Her depth of expertise is oriented toward transformation of cross-programmatic service delivery models, enabled by modern technology solutions. Prior to starting Evolv Strategy Group, Carole served in a number of leadership positions in national consulting firms serving the HHS market. She is on the Board of Directors for the Human Services Information Technology Advisory Group (HSITAG) and volunteers with several non-profit organizations in support of transition aged youth. Carole is a graduate of Duquesne University.

Managing Director, Public and Social Impact, Slalom

Chris Conley has spent the past 20 years delivering technology-enabled transformations for clients in numerous industries including government, insurance, and life sciences. He has recently served as Slalom's executive sponsor and subject matter expert on three states' paid leave programs, leading work on user research, business and private plan registration, premiums collection, appeals processing, organizational design, and more. He's also helped commercial clients build custom leave and absence management solutions and advised carriers on their paid leave products. Chris is a graduate of the United States Military Academy at West Point and is passionate about lifelong service to society.

Tiffany Blair is the Principal of State and Local Government Digital Strategy for Salesforce's Public Sector business unit, where she is responsible for working with state labor and workforce development customers to develop their strategic vision and strategy for transforming their legacy technology with a modern cloud platform. Tiffany has 20+ years of government experience with core expertise in Labor, Workforce and Human Services-focused systems for programs including Unemployment Insurance, Eligibility, Medicaid, and Child Welfare, having worked from each perspective of a technology transformation – a government analyst, product vendor, and system integrator. Prior to Salesforce, Tiffany worked with major technology firms, including Oracle, IBM, and Pegasystems, as well as served as a policy analyst for New York State. Tiffany holds a BA in Political Science and Policy Studies and an MPA from the Syracuse University Maxwell School of Citizenship and Public Affairs.
