Cyber insurance has become a big part of an overall cybersecurity strategy for many state and local governments.

But cyber insurance is changing quickly. Premiums will likely increase significantly in the coming months and years. Policies are changing what incidents they cover, and in what circumstances. They may not offer the protection officials think they do. And cyber insurance does nothing to protect an organization against another attack down the road.

Paul Hopingardner

County Executive/Chief Information Officer (CIO), Travis County, Texas

Paul Hopingardner has been the Travis County, Texas, County Executive/Chief Information Officer (CIO) for Technology & Operations since 2019, and he was previously the CIO from 2017-2019. As a member of the County executive team, he provides the strategic and day-to-day leadership for facilities management, human resources, risk, privacy, information technology and information security. He works closely with elected officials and regional partners to provide services to internal and external customers. Presently he is focused on countywide strategic planning, broadband/digital equity, supporting a workforce with 75% teleworking and a comprehensive facility assessment. Prior to joining Travis County, he spent twenty-four years with the City of Austin, his last ten years, he was the deputy chief information officer for public safety technology, focusing on regional collaboration for the radio system, the 9-1-1 district and the shared-communication center.

Cabinet Secretary and Chief Information Officer, Massachusetts

Curt Wood serves as the Cabinet Secretary and Commonwealth’s Chief Information Officer, overseeing the Executive Office of Technology Services and Security (EOTSS), whose mission is to provide secure and quality digital information, services, and tools to constituents and service providers when and where they need them. Governor Baker created EOTSS, formerly MassIT, in 2017 to standardize, centralize, and secure infrastructure and core services. Before joining EOTSS, Secretary Wood served in the Massachusetts Executive Office of Public Safety and Security (EOPSS) as the Undersecretary for Forensic Science and Technology and as Chief Information Officer. At EOPSS, Mr. Wood was responsible for providing strategic leadership and oversight to various EOPSS departments, including the Office of the Chief Medical Examiner, the State Crime Laboratory, the Office of Technology and Information Services, the Department of Criminal Justice Information Services, and the State 911 Department.

Senior Vice President, Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.
