Rob Lloyd

Chief Information Officer, City of San Jose, California

Rob Lloyd is CIO for the City of San José, California, directing the diverse civic technology portfolio of the nation’s tenth largest municipality. The City organization consists of 6,600 employees and carries a $3.5 billion total budget, all serving over one million residents and 85,000 businesses in the heart of Silicon Valley. San Jose is defined by its innovative partnerships with the World’s leading companies and non-profits, as well as for being the leanest large municipality in the country. The City’s quest: To be as innovative as the community we serve. For over two decades, Rob has held C-level roles in the technology, government, and utilities sectors in California, Arizona, Oregon, and Colorado. He and his teams have earned over 20 national awards for customer engagement, attaining operational excellence through technology, and for innovative programs.

Dr. Marcel Peredo

Chief Information Security Officer, City of San Jose, California

Dr. Peredo has over 28 years of experience as a C level executive as well as in the areas of information security, software engineering, and IT program management. Currently support the City of San Jose as the Chief Information Security Officer (CISO). Prior roles include supporting the County of San Diego 1.2 billion dollar account as the Chief Information Security Officer (CISO). Worked at the Federal Bureau of Investigation (FBI) as a Program Manager. Also worked at the United States Secret Service (USSS) as the Project Manager for the Information Systems Security Officer (ISSO) team under the CISO where won the ISSO of the year award. Served as DHS FISMA Inventory Management System team lead at the Department of Homeland Security (DHS) under the Office of the Chief Information Officer (OCIO). Other organizations include TSA, HUD, and the DC Government. Dr. Peredo holds a Doctoral degree in Cybersecurity, a Master’s degree in Software Engineering, a Bachelor’s degree in Computer Science and several certifications such as C|CISO, CISSP, CISA, CRISC, CSSLP, PMP, ISP, ISSP, and SSM.

Alan Cox — Moderator

Publisher, Government Technology

Alan is the publisher of Government Technology as well as Executive Vice President of e.Republic, where he oversees the annual production of more than 200 events for Governing, Government Technology, Public CIO, Emergency Management, the Center for Digital Government, and the Center for Digital Education. Held regionally in state capitols and large metropolitan areas, the events address key strategy and policy issues surrounding the use of information technology in state and local government and education. Alan has been a guest lecturer at Stanford University and a frequent speaker for key government organizations. For over 25 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Charles Ruehling

Chief Information Security Officer, Cook County, Illinois

Charles “Chuck” Ruehling is the Chief Information Security Officer (CISO) for Cook County, Illinois. He came to Cook County in February from the National Aeronautics and Space Administration (NASA) at Goddard Space Flight Center where he worked as the Cyber Threat Analyst and Certification and Authorization Official. Prior to that, he was the Cyber Security Program Manager for the Office of Environmental Management at the U.S. Department of Energy (DOE) in Washington DC. Chuck retired from the U.S. Army in April of 2011 and after a brief time as a contractor working for the Defense Information Systems Agency (DISA) he started Federal Service for DOE. During his time in the Military, he served in numerous positions as a Telecommunications Systems Engineer at Fort Bragg, NC, Seoul, South Korea and culminating in an assignment with the Information Assurance Directorate at the National Security Agency at Fort Meade, MD. Chuck has an undergraduate degree in Computer Science from Iowa State University and a Master of Arts in Computer Resources and Information Management from Webster University. He is a Certified Information Systems Security Professional since 2008.
