California State CIO and Director of the California Department of Technology

Governor Gavin Newsom appointed Liana Bailey-Crimmins state CIO and director of CDT in June 2022. Director Bailey-Crimmins, who has been serving as state chief technology officer and CDT’s deputy director of the Office of Technology Services since early 2021, has more than 30 years of state government technology experience. In these pivotal roles, she is tasked with improving technology performance as an investment in California’s future and advises the governor on the strategic management of the state’s technology resources. She provides the administration with best approaches to implement state technology-related strategic plans, policies, standards, and enterprise architecture. She is also working to close the state’s digital divide as chair of the California Broadband Council and Middle-Mile Broadband Advisory Committee. Director Bailey-Crimmins’ public service includes executive positions as chief information security officer at the California Public Employees’ Retirement System, where she led and oversaw the team responsible for protecting the private data of nearly 2 million CalPERS members and a $400 billion investment portfolio. She also served as CalPERS’ chief health director and its chief information officer. Before joining CalPERS, she was the information technology director and CIO of California Correctional Health Care Services and project director of the California Information Technology Infrastructure Project.

David Morris is an explorer, innovator, and investor with a passion for advising leaders who are transforming industries. His 25-year career began as the Co-Founder and CEO of Boston-based retained executive search firm Seedling Group. Following an around-the-world journey meeting with leaders in over 25 countries, David was recruited by CEB (now Gartner) to help launch their San Francisco office and lead part of their IT Practice. David observed a pattern among specific leaders; those who consistently deliver breakthrough outcomes. He became interested in studying those high-impact leaders and their ecosystem. As a result, the HiPER movement was created. In 2009, David founded HiPER Solutions in San Francisco to inspire and enable high-performance leaders to deliver positive change. As the Founder and CEO, David leads the product strategy and client selection teams for a data-driven subscription service that pinpoints blind spots and enhances stakeholder alignment for large transformation projects. HiPER Solutions has advised CEO’s and Senior Executives in the Global 2000, not-for-profits and large government organizations, including Western Digital, Subway Restaurants, Intel, DirectTV, Girl Scouts of the USA, CalPERS, and Young Presidents Organization (YPO), among others.

Senior Vice President, Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.
