It’s that time again to work with cities across the country to share the innovative work you all do! The Center for Digital Government’s Digital Cities Survey provides the opportunity for city information technology organizations to highlight the great work being done, benchmark with their peers and identify future trends. This year’s survey will inquire about current challenges, ongoing and emerging priorities, and the evolving technology landscape as everyone strives to enhance constituent and employee experiences.


Join us for the 2025 Digital Cities Survey opening webinar on May 28 at 11 am PT/ 2 pm ET. During this webcast, Center for Digital Government Executive Director John Matelski and Surveys and Awards Director Janet Grenslitt will walk you through this year’s survey – the overall structure, what’s new and approaches you can use to fill it out. Top winning city CIOs will join us during the webinar to discuss how they use the survey and tips for success. The webinar will also cover:


  • The objectives and intent of the survey
  • How to navigate the survey tool
  • Next steps and timing for survey submissions
  • Any questions the audience has
  • Announcing regular touchpoints with CDG staff throughout the survey

John Matelski

Executive Director, Center for Digital Government

Prior to joining the Center, Matelski served for 25 years as an Information Technology & Security executive for municipal (City of Orlando, FL) and county government (Gwinnett County, GA), most recently retiring from DeKalb County, GA after 12 years of service. John’s duties included executive management of all information technology and security resources and systems that support operations and drive innovation throughout the County enterprise. As DeKalb County CIO, he oversaw more than 100 employees serving ~800 million residents. John has won numerous awards including Government Technology’s Top 25 Doers, Dreamers and Drivers, State of Georgia CIO ORBIE Award Finalist, and the Computerworld/Smithsonian Laureate Award for Information Technology. During his tenure with DeKalb County, Matelski was also very active in technology leadership roles with the National Association of Counties (NACo), having served as Chair of the IT Standing Committee, Vice Chair of the Telecommunication & Technology Committee, and Vice Chair of the County Technology Advisory Council.

Janet Grenslitt

Surveys and Awards Director, Center for Digital Government

Janet Grenslitt is the Center for Digital Government’s director of Surveys and Awards. She manages the Center’s flagship surveys and awards programs for state and local government. Working with subject matter experts, she created the Digital Cities and Digital Counties surveys more than 15 years ago. Prior to joining e.Republic, Janet managed programs for state and local government in Florida, North Carolina and California. She received her Bachelor of Arts from Duke University, with a certificate in Social Administration from Hull University in England, and her Master’s degree from University of California at Berkeley.

Jonathan Behke

Chief Information Officer, City of San Diego 

Jonathan Behnke is the Chief Information Officer for the City of San Diego and is responsible for the technology strategy and operations for America's eighth largest City in support of IT services for almost 13,000 users and 1.4 million residents.  He has over 20 years of IT experience managing and implementing technology for a broad range of industries including public sector, contract services, energy, construction, automotive, distribution, consulting, and manufacturing.  Jonathan serves on the Board of Directors for SanGIS, a joint powers authority between the City and County of San Diego responsible for maintaining a regional GIS land base and data warehouse. In support of regional digital equity, he is also a member of the San Diego Association of Governments Digital Equity Task Force.  Jonathan is co-chair of the Policy Committee and serves on the board for the Gov AI Coalition of State and Local Government organizations collaborating on AI policies, use cases, governance, procurement, and incident response.  Jonathan is also a member of the Multi-State Information Sharing and Analysis Center, The Municipal Information Systems Association of California, San Diego Infragard, and Metropolitan Information Exchange representing a group of CIO’s from the largest cities and counties in the USA.

Ronnie Barrett

Director of Information Technology, City of Marietta, GA

Ronnie Barrett is currently the Director of Information Technology for the City of Marietta, GA and Marietta Board of Lights and Water. He has served as the Director since 2010. Prior to becoming the Director, he served as the Systems Manager for the city of Marietta for 4 years managing all of the various software systems used by the City of Marietta and the Marietta Board of Lights and Water. Ronnie previously worked for a University as a Systems Research Analyst. In this role, he assisted Local, State and Federal Law Enforcement Agencies by teaching them to use Geographic Information Systems. Ronnie holds a bachelor’s degree from Kennesaw State University and a master’s degree from Georgia State University. He and his wife have two daughter’s and have been residents of Cobb County since 1993.
