The pace of COVID-19 vaccinations is ramping up. Approval of a third coronavirus vaccine along with President Biden’s commitment to make every adult in the U.S. eligible for vaccination by May 1 are poised to greatly expand efforts to stop the pandemic. State and local agencies must be ready to get more vaccines to more people – and they’ll need to do it rapidly and equitably.

On April 22 at 11am PT/2pm ET, the Center for Digital Government will host a webcast with Google Cloud to explore critical capabilities for effectively managing the broader vaccine rollout – likely to be the largest public health campaign of a generation. This important conversation will cover forecasting tools for COVID-19 cases, information portals to communicate with the public, and schedule management tools to determine eligibility and book vaccination appointments.

Alexander Titus, Ph.D.

Strategic Business Executive, Google Cloud, Global Public Sector

Alexander Titus is a strategic business executive at Google Cloud where he leads healthcare and life sciences strategy for the global public sector, as well as AI/ML applications for public sector missions. Prior to Google, Titus was the inaugural Assistant Director for Biotechnology within the Office of the Under Secretary for Defense (Research & Engineering), where he led the team developing the DoD’s roadmap towards biotechnology modernization. Titus’ career has woven between the private sector, public sector, and academia. Previously, he has served as an AI/ML Research Fellow on the Amazon Alexa AI team as well as in the B.Next group at the strategic investment firm In-Q-Tel, and as an Adjunct Assistant Professor of Biostatistics at Georgetown University and Biotechnology at the University of New Hampshire. Titus holds a PhD in Quantitative Biomedical Sciences from Dartmouth College, as well as a BS and BA in Biochemistry and Biology, respectively, from the University of Puget Sound.

Bill Rials, Ph.D. — Moderator

Senior Fellow, Center for Digital Government

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program. Where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies, before transitioning academia and higher education, he had a diverse government technology career delivering value to state agencies, local governments, and law enforcement agencies throughout the State of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the State of Mississippi’s IT organization as a deputy to the State CIO. Dr. Rials holds a bachelor's degree in business administration from Belhaven University, a master's degree in Computer Information Systems and Cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and Cybersecurity space and frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.
