Speakers

Katrina Flory

State CIO/Assistant Director, Ohio Department of Administrative Services, Office of Information Technology

Ms. Flory has had a successful career in public service including Franklin County, the Ohio Department of Taxation and the Ohio Department of Administrative Services. She drives statewide efforts across organizations improving operational excellence and realizing transformational program outcomes. She was instrumental in building OIT from its roots and driving the technology agendas of four Governors and seven State CIOs. She has led efforts to establish and communicate the strategic direction for OIT, oversee operations of critical enterprise shared services such as OAKS, the InnovateOhio Platform, Ohio Business Gateway and eLicense system, as well as act as a dynamic change agent for various technology initiatives. Ms. Flory has a Bachelor of Arts from Miami University in Oxford, Ohio.

John Quinn

Secretary and State CIO, Vermont Agency of Digital Services

Governor Scott appointed Secretary Quinn in April of 2017. John was selected to lead the newly formed Agency of Digital Services, created by Gov. Scott. Since April of 2017, ADS has saved taxpayers over fifteen million dollars and has consolidated infrastructure and applications to reduce the number of IT systems in state government. Cybersecurity has been at the forefront of the Agency’s strategic plan, carefully and strategically using consolidation and modernization as a way to strengthen the State’s cybersecurity posture. Before his appointment as Secretary, John served as Gov. Scott’s Chief Innovation Officer. John has been working in the public sector since 2001.

James Weaver

Secretary & State CIO, N.C. Department of Information Technology

James "Jim" Weaver joined the N.C. Department of Information Technology in March 2021, with more than 30 years of leadership and management in the IT industry. As secretary and state chief information officer, he leads the agency responsible for strategic IT planning and the procurement and delivery of IT services and solutions as well as cybersecurity and efforts to expand broadband access and affordability across North Carolina. Prior to NCDIT, Weaver served as director and state CIO at Washington Technology Solutions. Weaver was also chief technology officer for the commonwealth of Pennsylvania, where he held chief technology officer and deputy CIO roles in Pennsylvania’s departments of human services, aging and insurance. His expertise with large-scale modernization efforts have been nationally recognized three times by the National Association of State Chief Information Officers (NASCIO) and twice by Computerworld Honors. As secretary, Weaver chairs the North Carolina Information Technology Strategy Board. He also serves on the several committees for the NASCIO, including its executive committee and broadband advisory group. He also co-chairs the Enterprise Architecture Committee.

Teri Takai — Moderator

Senior Vice President, Center for Digital Government

Teri Takai is the Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards.
