Russ Nichols’ public service spanned over 32 years and included management and executive positions with the California Department of Forestry and Fire Protection, the California State Controller’s Office, and the Employment Development Department. In 2015, Nichols was appointed by Governor Jerry Brown as the California Department of Corrections and Rehabilitation Chief Information Officer and Director of Enterprise Information Services. While serving at the Department of Corrections and Rehabilitation, Nichols also served as a board member for the Corrections Technology Association and served as CTA President from 2019 to 2021. In February 2021, Governor Gavin Newsom appointed Nichols Deputy State CIO and Chief Deputy Director at California Department of Technology. Prior to retirement, Nichols also served as Acting State CIO and CDT Director for several months. During his career, Russ won numerous awards including the California Department of Corrections and Rehabilitation’s 2014 Administrator of the Year, Government Technology’s 2018 CIO of the year, and Government Technology’s 2023 California Public Sector Hall of Fame Award.

Kramer is a graduate of the University of California, Riverside with a B.S. in Computer Science and Business Administration. He worked in the private sector for 5 years, rising through the ranks from an IT Tech at a local business, to a Customer Support Tech and finally a Programmer for Car-Part.com. He has been working in the public sector for 1 ½ years now as an IT Applications Analyst for the City of Rancho Cucamonga, California. He manages more than 10 on-prem and SaaS enterprise applications. Kramer is a passionate programmer that has worked on hobby programming projects for over a decade. In his free time, he enjoys spending time with friends, family, and working on an IoT smart home automation system.

Prior to founding Velosimo, Kris spent 15 years at Accela heading Product & Engineering, during which time he witnessed the software integration problem within government first hand. Today Kris leads Velosimo, a team with over 200 years of collective experience in government software, on a charge to revolutionize integrations in government software.

Noel Loughrin is a passionate and committed technologist with a knack for innovative solutions. As the strategic solutions manager for Laserfiche's government and education sectors, she works with federal agencies, first nations, state and local governments, K-12 and Higher Ed institutions to help them modernize and improve how they get work done. Noel began her career in local government, determined to help grow and have a positive impact in her community. She soon discovered the value modern technologies have on public service delivery and made the switch to the tech sector to assist her peers in how they can leverage technology to create positive change. Noel has always believed that our actions as individuals can make a real difference, showing her passion for creating meaningful, positive progress.
