As more state and local governments transform into true digital organizations, many of them face common challenges and constraints.

To better understand these barriers – and the strategies that are helping agencies overcome them – Government Technology recently conducted a survey of state and local IT leaders on their organization’s experience with application modernization.

The survey found the most common drivers for modernization to be:

· Improving cybersecurity
· Improving constituent experiences
· Addressing legacy systems that no longer meet organization needs

Unfortunately, the survey found most agencies are facing:

· Limited budgets and conflicting priorities
· Lack of staff capacity or skillsets
· Inadequate technology that inhibits efficiency

We’ve convened a panel of public sector practitioners and industry experts to unpack more trends from this survey during a live webinar on March 1, 2023.

Bruce Hermes is an award-winning IT leader, currently serving as chief information officer and bringing technology innovation to the Texas Department of Agriculture. His previous work includes ten years at the City of Austin, where he led the 9-1-1 center and served as deputy chief information officer, helping to streamline work in the project management office and IT operations. Before serving the City of Austin, Bruce spent a full career at various Texas state agencies, including time as the IT director at the Texas Office of Court Administration, where he led creation of the world’s first paperless appellate court collaboration and case management system. His earliest work in IT was as a software developer. His current work includes leading modernization of agency regulatory systems and numerous agency internal processes.

Deputy State Treasurer and Chief Information Officer, Commonwealth of Pennsylvania Treasury Department

PN Narayanan serves as the Deputy State Treasurer and Chief Information Officer of the Commonwealth of Pennsylvania Treasury Department, which is responsible for over 30 million annual payment transactions worth more than $120 billion. With more than 30 years of international experience across the public and private sectors, Narayanan has demonstrated exceptional skills and leadership in all aspects of information technology. In his role as the Chief Information Officer of the Pennsylvania Treasury Department, Narayanan has been responsible for a multiyear, agency wide IT modernization and transformation program that fundamentally transformed the way the agency conducts business, greatly improving operational efficiency and security. PA Treasury’ s Transparency program is a winner of the 2018 CIO 100 award and the 2018 Digital Edge 50 award. Before joining Treasury, Narayanan led the transformation of the State of Delaware’s financial systems through his successful management of Delaware’s ERP Financial and Human Capital Management upgrade project. Prior to that, he served in multinationals in Europe and Asia Pacific. He is an Electronics and Communication Engineer with an MBA, and is a certified Project Management Professional.

His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.
