The survey found the most common drivers for modernization to be:
· Improving cybersecurity
· Improving constituent experiences
· Addressing legacy systems that no longer meet organization needs
Unfortunately, the survey found most agencies are facing:
· Limited budgets and conflicting priorities
· Lack of staff capacity or skillsets
· Inadequate technology that inhibits efficiency
