Phil Bertolini — Moderator

Vice-President, Center for Digital Government and former CIO, Oakland County, MI

Phil Bertolini is the Vice President of the Center for Digital Government (CDG), a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement.

 

Jeff Press — Speaker

Vice President, Data & Insights, Tyler Technologies; Chair, Advisory Board, Data Coalition

Jeff has spent his entire career focused on empowering people who serve the public and improving government performance. He is currently a Vice President for Data & Insights at Tyler Technologies, the largest software company in the world focused on providing integrated software and technology services exclusively to the public sector. Jeff also serves as the Chair of the Advisory Board for the Data Coalition. Jeff was the Practice Leader for Government Performance at Socrata prior to the company being acquired by Tyler in 2018. Prior to Socrata, Jeff served as the Deputy Director of Performance Strategy at the U.S. Department of Commerce and as a Senior Advisor on the U.S. Performance Improvement Council working with the White House Office of Management and Budget on the President’s Management Agenda.

 

Kathryn Helms — Speaker

Chief Data Officer, State of Oregon

Kathryn Darnall Helms, MSIS, MA, currently serves as Oregon’s inaugural Chief Data Officer, beginning her tenure in January 2019. Kathryn is currently leading creation of the State of Oregon’s first Enterprise Data Strategy, launching and building the Chief Data Office, and working to create an Open Data Program within the State. In previous roles, Kathryn led an initiative to centralize information and data governance at the City of Austin, resulting in the formation of a multi-agency governing board to create policy and a core strategy for managing information throughout the City. Before working at the City, she was the first graduate of a new dual-degree program between UT’s School of Information and the Lozano Long Institute of Latin American Studies, where she conducted qualitative research in the Guatemalan National Police Archive, and provided information governance and digital archiving consulting services to human rights organizations in Rwanda, El Salvador, Austin, and Guatemala.
