Linda Alexander

IT Business Analyst, Milwaukee County Dept. of Administrative Services

Linda Alexander has over 20 years of experience as a successful leader in technology and solution implementation. Having worked on both the technology side leading mission critical projects, and on the business side representing client strategy, Linda brings a unique skill set to her projects. Linda is currently working as the lead IT Business Analyst on the creation of the MyCounty Customer Portal for Milwaukee County, using govService as the platform. Prior to working at Milwaukee County, Linda has managed teams of business analysts in various industries, including travel, pharmaceuticals, automotive and in the public sector. Linda holds a Bachelor of Business Administration from Loyola University School of Business in Chicago.

Claire Miller

Continuous Improvement Manager, Milwaukee County Dept. of Administrative Services

Claire Miller has over 10 years of experience working in the public sector with much of that time working at Milwaukee County. In her current role as the Continuous Improvement Manager she is responsible for driving a culture of continuous improvement throughout the County’s numerous departments to improve efficiency and achieve operational excellence. She has led a variety of process improvement projects at both the departmental level and enterprise wide level. Prior to her current role, Claire worked in employee wellness and was responsible for driving a culture of wellness through various initiatives and programming. She is a former public health Peace Corps Volunteer where she served two years in Kenya, holds a Bachelor of Science degree in biomedical sciences from Marquette University, and a Master of Public Health degree from the Medical College of Wisconsin.

Rachel Keen

Director, govService Implementations, Granicus

Rachel Keen is a certified PMP and Scrum Master, with 13+ years of experience leading the delivery of large, complex, multi-million-dollar programs and projects, for the public and private sector. A contributing editor for the 6th and 7th edition of the Project Management Body of Knowledge, she is passionate about her field, and about enabling large-scale delivery portfolios. She has a vast understanding of process improvement, customer engagement and has led teams across broad technical, financial and business disciplines. As a former civil servant, Rachel uses her experience and expertise to guide customers as they reinvent their citizen experiences through low/no-code solutions.

Bill Rials, Ph.D. — Moderator

Senior Fellow, Center for Digital Government

William (Bill) Rials, Ph.D., is a professor and associate director (department chair) of the Tulane University School of Professional Advancement IT and Cybersecurity Program, where he focuses on continually delivering and updating the program curriculum based on innovative and emerging technologies. Before transitioning to academia and higher education, he had a diverse gov tech career delivering value to state agencies, local governments, and law enforcement agencies throughout the state of Mississippi. He has served in CIO, CTO, and CISO roles for local governments and also in various leadership positions within the state of Mississippi’s IT organization as a deputy to the state CIO. Dr. Rials holds a bachelor’s degree in business administration from Belhaven University, a master’s degree in computer information systems and cybersecurity from Missouri State University, as well as a Ph.D. in higher education administration and public administration from Jackson State University. His dissertation research involved the critical factors that affect the adoption of cloud services within the public sector. He is a noted expert in the IT and cybersecurity space and is frequently quoted by national media outlets. He is also a frequent contributor to national IT government organizations such as NASTD and NASCIO.
